Bids must be submitted in a sealed envelope marked with the tender number and title, deposited in the tender box at the Department of Public Works and Infrastructure, Corner of Scholl and Amalinda Main Road, Amalinda, Block B Building – Reception Area, East London, before 11:00 on 14 September 2026. Late, incomplete, unsigned, faxed or emailed bids will not be accepted. Bids must be on the official tender documentation only; no re-typing. The original bid document must be submitted in its original format. Returnable documents include: SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), Compulsory Enterprise Questionnaire, Form of Offer and Acceptance, priced Bills of Quantities, CSD report, CIDB certificate, two project references with appointment letters and completion certificates, and a certified copy of the artisan trade certificate and ID of the person carrying out the work. Proof of authority to sign (e.g. company resolution) must be submitted. Only one bid per bidder; alternative offers will not be considered.

Evaluation is in two phases. Phase One: compliance and responsiveness to bid rules and conditions, including mandatory requirements. Phase Two: price and preference points under the PPPFA and Preferential Procurement Regulations 2022, using the 80/20 system. Maximum points: price 80, specific goals 20, total 100. The contract will be awarded as a whole to the highest point scorer unless circumstances justify otherwise. Bidders must be registered with the CIDB in grading 2SO or higher for the SO class of works, with active status. Joint ventures are eligible if each member is CIDB-registered and the lead partner holds the required grading. Bidders must submit a minimum of two written contactable references for projects successfully completed in the past, with two signed completion certificates and two signed appointment letters for the same projects. The projects must be for building construction works under CIDB Wet Services and plumbing SO class. Failure to submit required documents will lead to elimination. The department may verify information and conduct in loco inspections.

The contract covers supply, servicing, repairs and maintenance of plumbing for a two-year term, in Cluster 3 (Cathcart, Stutterheim, Keiskammahoek and Bhisho). The contract will be based on the NEC3 Term Service Contract: April 2013. The contract duration is 24 months from commencement. All trades listed in the Bills of Quantities or pricing schedule must be priced for; failure to do so may lead to elimination. Where brand names are specified, similar/equivalent or better items are required. EPWP policy applies.

Rates and prices must be stated in Rands, fixed for the contract duration, and include all duties and taxes except VAT, which must be shown separately. If the offer is VAT inclusive, the VAT registration number must be indicated; non-VAT vendors who include VAT will be given 21 days to register with SARS after appointment. The amount in words governs over figures. Tender validity period is 120 days. No tender security is required. The preferred tenderer must submit an approved insurer undertaking for a Performance Bond/Guarantee/Surety within 21 days after appointment.

Bidders must be registered on the Central Supplier Database (CSD) and submit proof of registration. Tax matters must be in order; verified through CSD, with 7 days to rectify non-compliance. Bidders must be registered with the CIDB in grading 2SO or higher for the SO class of works, with active status. Bidders must submit a valid CIDB certificate or CRS number. Bidders must complete and sign SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), and the Declaration Certificate for Local Production and Content. The designated sector is Steel Products, PVC, Concrete, and Components, with a minimum threshold for local production and content of 100%. Bidders must submit a letter of good standing from the Compensation Fund or a licensed insurer. Bidders must not be persons in the service of the state, and must disclose any conflicts of interest. A Resolution to Sign must be completed if applicable. POPIA consent is required.
