Bids must be submitted in a sealed envelope marked with the tender number and title, deposited in the tender box at the Department of Public Works and Infrastructure, Corner of Scholl and Amalinda Main Road, Amalinda, Block B Building – Reception Area, East London, before 11:00 on 14 September 2026. Late, incomplete, unsigned, or electronically submitted bids will not be accepted. Bids must be on the official tender documentation only; no re-typing. Returnable documents include: SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), Compulsory Enterprise Questionnaire, Form of Offer and Acceptance, priced Bills of Quantities, CSD report, CIDB certificate, two project references with appointment letters and completion certificates, and a certified copy of the artisan trade certificate and ID. Proof of authority to sign (e.g. company resolution) is required. Only one bid per bidder; alternative offers are not considered.

Evaluation is in two phases. Phase One: compliance and responsiveness to bid rules and conditions, including mandatory requirements. Phase Two: price and preference points under the PPPFA 80/20 system. Maximum points: 80 for price, 20 for specific goals, total 100. The contract is awarded as a whole to the highest point scorer unless circumstances justify otherwise. Specific goals include local content (100% threshold for designated sectors: Steel Products, PVC, Concrete, and Components) and locality (preferred address on CSD from Ngqushwa, Raymond Mhlaba, or Buffalo City Municipality). Bidders must complete and sign SBD 6.1 to claim specific goal points; failure results in no points for specific goals. Joint ventures must submit a JV agreement and points are allocated proportionately.

Two-year term contract for supply, servicing, repairs and maintenance of plumbing services across Cluster 2, covering Middledrift, Peddie, Zwelitsha and Enoch Sontonga Rehab Centre. Contract based on NEC3 Term Service Contract: April 2013. Duration: 24 months from commencement. Bidders must have CIDB grading 2SO or higher in the SO class of works (Wet Services and Plumbing). Bidders must submit at least two written contactable references for projects completed in the past, with signed completion certificates and appointment letters, for building construction works under CIDB Wet Services and Plumbing SO class. A recognised relevant artisan trade certificate and certified ID of the person carrying out the work must be attached. Where brand names are specified, equivalent or better items are required. EPWP policy applies.

Rates and prices must be stated in Rands, fixed for the contract duration, and include all duties and taxes except VAT, which is shown separately. Prices must be market-related; the department may negotiate if not. No tender security is required. The preferred tenderer must provide a Performance Bond/Guarantee/Surety/Security from an approved insurer within 21 days of appointment. The tender offer must remain valid for 120 days. All trades in the Bills of Quantities must be priced; failure may lead to elimination. The amount on the Form of Offer and Acceptance takes precedence over other totals.

Mandatory: CSD registration with proof submitted; valid CIDB grading 2SO or higher with active status; tax compliance verified via CSD (7 days to rectify if non-compliant); Compulsory Enterprise Questionnaire completed and signed; SBD 4 Declaration of Interest completed and signed; SBD 6.1 Preference Points Claim; Declaration for Local Production and Content (100% local content for designated sectors); proof of authorisation to sign (company resolution); letter of good standing from Compensation Fund or licensed insurer; POPIA consent. Bidders must not be persons in service of the state or have directors who are. Bidders must not be listed on the Register of Tender Defaulters. Bidders must undertake to maximise sourcing of building materials from Eastern Cape suppliers.
