Bids must be delivered by the stipulated time to the correct address. Late bids will not be accepted for consideration. All bids must be submitted on the official and original forms provided by Mogale City Local Municipality. Bids must be completed in black ink, handwritten, and must not be typed. The following returnable forms are required: MBD 1, MBD 4, MBD 6.1, MBD 8, MBD 9, and Central Supplier Database (CSD) Registration Report or Summary Report.

Authority of Signatory must be completed and signed in case of a business not sole proprietor or one-person business or board of director’s resolution authorizing signature to sign off the bid documents.

Tenders will be evaluated using Functionality evaluation criteria of 65 points, with a minimum of 36 points required to be appointed into a panel. The 80/20 preference point system will be used, with 80 points allocated for price and 20 points for specific goals.

Provide information on key staff you intend utilizing on this contract, should it be awarded to you. Provide information on infrastructure and resources available to execute this contract, including physical facilities, plant and equipment, and list of shareholders.

Provide the following information on relevant previous experience (indicate specifically projects of similar or larger size and/or which is similar with regard to type of work).

The bidding entity and its director(s) must submit Municipal Rates and Taxes account, which is not older than three (3) months / ninety (90) days and must not be in arrears at the time of the closing date. A valid lease agreement or Rental Statement may be required if the bidding entity and its director(s) do not own a property.

Bidders must ensure compliance with their tax obligations and submit their unique Personal Identification Number (PIN) issued by SARS. A B-BBEE status level verification certificate or sworn affidavit may be required to qualify for preference points.

Preference points must be awarded for specific goals stated in the bid. For the purposes of this bid, the bidder will be allocated points based on the goals stated in table 1 below as may be supported by proof/documentation stated in the conditions of this bid.

The Municipality reserves the right to appoint and not to appoint. The validity period for this tender is one hundred and twenty (120) days.

Mogale City Corporate Social Responsibility contribution of two (2) percent inclusive of 15% VAT will be levied on all companies/service provides appointed as successful bidders if such company(s)/service provider(s) are not based in the area of jurisdiction of Mogale City.

Bidders must complete and sign compulsory briefing session attendance register. No bids will be considered from bidders who did not attend the Compulsory Briefing Session and completed the attendance register.
