The bid is evaluated in three phases:

• Phase 1 (Administrative Compliance): All mandatory documents and forms must be submitted. Failure eliminates the bid.
• Phase 2 (Functionality): Minimum 70 out of 100 points required to proceed.
• Company's Experience (35 points): Work experience in security services within the last 10 years (Jan 2016 – Jan 2026). Contracts must be at least 12 months uninterrupted. Evidence via signed testimonials on client letterhead (Annexure D).
• Subcontracting (40 points): Commitment to subcontract with eligible designated groups (PSIRA and NBCPSS registered). Points based on percentage subcontracted (30%+ = 40 pts, 20-29% = 30 pts, 10-19% = 20 pts, 0-9% = 10 pts).
• Locality (25 points): Operational office in the Eastern Cape (proof: lease, municipal or electricity account not older than 3 months).
• Phase 3 (PPPFA & PPR 2022): 80/20 preference points system applies.
• Price: 80 points.
• Specific goals: 20 points (claimed via SBD 6.1).
• Award to the highest point scorer per cluster, unless circumstances justify otherwise.
• The department may negotiate with the preferred bidder if the offer is not market-related (PPPFA Regulation 6(9)).

Scope: Safeguard DPWI premises 24/7 including weekends and public holidays; access and egress control; screening/scanning of personnel, goods and vehicles; protection services and crime prevention; escorting personnel and public; safety and security inspections and patrols; asset movement control; assist during emergencies; searching of persons, vehicles and goods; develop and implement Work Plan and Contingency Plan; installation of patrolling systems (clock points when needed).

• Security officers: PSIRA Grade C, South African citizens, security cleared, able to communicate in IsiXhosa and English, sober habits, professional attitude, at least 18 years old.
• Supervisors: PSIRA Grade B, minimum 3 years experience, valid driver's license (Code 8/EB), must reside in the area of service.
• Shifts: Dayshift (06:00-18:00) and nightshift (18:00-06:00), every day including public holidays.
• Equipment: Company branded uniform, ICASA approved two-way radios/base station/cell phones/PTT, batons, flashlights/torches, occurrence books, pocket books and pens, handcuffs, incident reports, handheld metal detectors, pepper spray.
• Service is required at multiple clusters: Head Office Clusters 1-8, Alfred Nzo Clusters 1-2, OR Tambo Clusters 1-2. Detailed site lists and guard numbers are provided in the document.

Scope of work: Safeguard DPWI premises 24/7 including weekends and public holidays; conduct access and egress control; screening/scanning of personnel, goods and vehicles; protection services and crime prevention; escorting personnel and public; safety and security inspections and patrols; asset movement control; assist during emergencies; searching of persons, vehicles and goods; develop and implement Work Plan and Contingency Plan; installation of patrolling systems (clock points when needed).

• Shifts: Dayshift (06:00 to 18:00) and nightshift (18:00 to 06:00), Mondays to Sundays and public holidays.

Security officers: PSIRA Grade C, South African citizens, security cleared, able to communicate in IsiXhosa and English, sober habits, professional attitude, at least 18 years old.

• Supervisors: PSIRA Grade B, minimum 3 years working experience in the security industry, valid driver's license (Code 8/EB), must reside in the area of service.
• Company experience: Work experience in provision of security services within the last 10 years (Jan 2016 – Jan 2026). Contracts must be at least 12 months uninterrupted. Evidence via signed testimonials on client letterhead (Annexure D).

Pricing must be submitted per cluster (Head Office Clusters 1-8, Alfred Nzo Clusters 1-2, OR Tambo Clusters 1-2) using the NBCPSS Illustrative Pricing Guide (01 March 2026 – 28 February 2027) for all three years.

• Pricing per guard must be in accordance with the pricing guide.
• Include direct costs, overheads (not less than 5%), and profit (not less than 5%).
• A contingency amount of R 1,000,000.00 is specified for Year 1.
• VAT at 15% must be included by VAT vendors.
• Only firm prices will be accepted.
• Offer must be valid for 120 days from closing date.
• Contract amounts will be adjusted automatically in line with new NBCPSS agreements from 01 March 2027.
• Pricing schedule per cluster includes numbers of guards (Grade C day/night, Grade B day/night) as per site lists.

Pricing format: Firm prices only, submitted per cluster using the NBCPSS Illustrative Pricing Guide (01 March 2026 – 28 February 2027) for all three years.

• Pricing must include direct costs, overheads (not less than 5%), and profit (not less than 5%).
• A contingency amount of R 1,000,000.00 is specified for Year 1.
• VAT at 15% must be included by VAT vendors; non-VAT vendors whose turnover will exceed R1 million must register within 21 days of award.
• Contract amounts will be adjusted automatically in line with new NBCPSS agreements from 01 March 2027.
• Public Liability Insurance of at least R 2,000,000.00 is required.
• A Grade C stamped bank rating letter is required.
• Payment will be in accordance with the General Conditions of Contract (GCC).

CSD registration: Required prior to award; CSD number must be provided.

• Tax compliance: Must be tax compliant; submit SARS TCS PIN or printed TCS certificate, or CSD number. Tax status will be verified via CSD.
• PSIRA: Valid company registration certificate and letter of good standing; all directors must have PSIRA registration (Grade A or B). All certificates must have an expiry date.
• NBCPSS: Proof of registration and valid letter of good standing.
• COIDA: Proof of registration as an employer and valid certified letter of good standing (must have UIF and SARS reference numbers).
• UIF: Valid certified certificate of compliance.
• CIPC: Cipro certificate (CK) and certified ID copies required as proof of ownership for specific goals claims.
• B-BBEE: SBD 6.1 must be completed to claim specific goals points (20 points under 80/20 system).
• Local content: Not specified.
• CIDB grading: Not required (security services).

Preference points: 80/20 system applies. Price: 80 points. Specific goals: 20 points (claimed via SBD 6.1).

• Joint ventures/consortia must submit agreement and proof of substantiation for proportional allocation of points.
• Cipro certificate (CK) and certified ID copies required as proof of ownership to claim points for specific goals.
• Medical certificate from a medical practitioner required to claim points for disability.
• Companies owned by Military Veterans must submit a letter from the Department of Military Veterans confirming the director is a military veteran.

The successful bidder must ensure that officials employed are security cleared in respect of criminal offences.

• A security risk assessment will be conducted during evaluation on shortlisted bidders.
• The contractor must ensure availability of 100% specified uniform for cold, warm, and wet weather, and 100% specified equipment and resources as per the List of Equipment and Resources (NBCPSS Section 22).
• The contractor must comply with the NBCPSS Main Agreement and Private Security Industry Regulations.

Contract period: 36 months from start date. Department may extend in consultation with the successful bidder.

• The department may accept or reject any bid, cancel the process, or accept part of the bid.
• A formal contract / Service Level Agreement will be signed after all suspensive conditions are met.
• The department will sign a 'crepitate' agreement (warranty) with the successful bidder.
• Delivery periods must be adhered to; progress reports required.
• Disputes settled by litigation (replaces GCC paragraph 29).
• Penalty provisions: If the successful bidder withdraws, fails to fulfil the contract, or refuses to sign, they are liable for the department's costs and any price difference.
• The department shall not be liable for claims, damages, accidents, or injuries arising from the contract. The contractor must insure personnel and equipment and indemnify the department.
• Indemnity for breach of bid conditions.

Security officers must be PSIRA registered with Grade C. Supervisors must be PSIRA registered with Grade B and have a minimum of 3 years' experience. Officers and supervisors must be South African citizens, security cleared, able to communicate in IsiXhosa and English, have good communication and writing skills, sober habits, professional attitude. Supervisors must have a valid driver's license (Code 8/EB). Officers must be at least 18 years old. Supervisors must reside in the area of service. Local employment is encouraged.
