Functionality criteria and scoring:

1. Company experience (max 25 points) – evaluated on number of completed security projects; evidence: appointment letters and reference letters with contactable details.

• 2 projects: 10 points
• 3 projects: 15 points
• 5 or more projects: 25 points

2. Operating years in security industry (max 25 points) – based on e-Prisa online profile registration history.

• 5 years: 10 points
• 10 years: 20 points
• Above 10 years: 25 points

3. Bank rating (max 25 points) – bank rating of C or higher; proof from bank signed between advert and closing date.
4. Ownership of operational vehicle with high ground clearance (max 25 points) – valid registration certificate under company name.

The contract will be awarded to the tenderer scoring the highest total points after evaluating price, specific goals, and functionality. A two-stage system is not used.

The scope is the provision of security services for Senqu Local Municipality for a period of three years. The services include guarding, access control, armed response, and event security. All personnel assigned to the contract must be registered with PSIRA and hold relevant certifications, including firearm competency where applicable. The contract is based on a three-year budget subject to change.

Key personnel must be PSIRA registered with appropriate certification, including firearm competency where applicable. The bidding company must demonstrate experience through completed projects (evaluated in functionality) and operating years in the security industry (verified via e-Prisa). Bank rating of C or higher and ownership of an operational vehicle with high ground clearance are also evaluated.

No specific quality management system or certification is required by the available documents. The municipality may request samples, conduct inspections, and test materials or services during the contract.

The Price Schedule (Section 6) must be completed in full. Prices are in ZAR, include all costs except VAT, and are final and binding. The contract is for three years, budget subject to change. Nil rates will be treated as no charge. The municipality may request clarification of rates. Time-based services beyond scope may be reimbursed at agreed rates.

Pricing must be in South African Rand, inclusive of all duties, taxes (except VAT), levies, expenses, and overheads. All prices are final and binding. The pricing schedule must be completed in full; nil rates will be treated as no charge. The contract budget is planned for three years but subject to change.

Professional Indemnity insurance of at least R5 million per claim is required; proof or broker confirmation must be submitted with the tender.

No bid bond, performance guarantee, or payment terms are specified in the available documents.

The contract is for three years. The municipality may terminate the contract if funds are unavailable or if the contractor fails to perform. An alternative bidder may be considered if the contract is terminated. Disputes and appeals are governed by Section 62 of the Municipal Systems Act; written objections must be lodged within 14 days, appeals within 21 days. The municipality may accept or reject any tender without liability.
