Mandatory requirements (must be met before evaluation):

• Environmental Specialist with 5 years' relevant experience, professionally registered with EAPASA.
• Land Surveyor registered with SAGC with 3 years' relevant experience.
• Company must have completed at least 2 EIA Applications.
• Company must have completed at least 5 air space evaluations or assessments.

Bidders must also be registered on CSD, have valid tax compliance, and submit all required forms.

Scope: Undertake the Waste Management Licence (WML) Renewal Application for the New England Road Landfill Site, in accordance with NEMA, NEM:WA, and EIA Regulations.

Tasks include:

• Conduct air space calculations considering the active landfilling area, latest topographical survey, and area where waste pickers previously resided.
• Prepare the application form with all supporting documentation for submission to the regulatory authority.
• Undertake all necessary public participation processes for Interested and Affected Parties.
• Collate and submit all comments to the regulatory authority.
• Make presentations at relevant structures as required, virtual or physical.

Contract period: 6 months from date of appointment.

Place of delivery: New England Road Landfill Site, 500 New England Road, Pietermaritzburg, 3201 (Att: Mrs Nosihle Nzama, Manager: Landfill and Recycling).

Compliance with legislation: Income Tax Act, VAT Act, Msunduzi Supply Chain Management Regulations, National Environmental Management Waste Act, National Environmental Management Act, EIA Regulations 2014, Treasury Central Supplier Database regulations.

Bidders must propose a detailed implementation plan covering: background of the contractor, experience and capacity, overall project management, approach and understanding of requirements, implementation plan within required timeframe, phasing of tasks, deliverables and reports. Curriculum Vitae for all proposed professional personnel must include biographic data, educational qualifications, and experience. Consortia/joint ventures are allowed; lead organization must be identified.

Mandatory requirements:

• Environmental Specialist with 5 years' relevant experience, professionally registered with EAPASA. Verification: detailed CV, certified copies of qualifications, EAPASA affiliation certificate.
• Land Surveyor registered with SAGC with 3 years' relevant experience. Verification: detailed CV, certified copies of qualifications, SAGC affiliation certificate.

Data Sheet 3 – Statement of Previous Experience must be completed listing similar works.

Payment: By the Chief Financial Officer within 30 days on receipt of a certificate of payment issued by the Engineer, by cheque drawn on the Council's bankers. No cash payments.

If value of works exceeds R3 000.00 excl. VAT, quote the Council's VAT Registration No. 460 010 783 5 on all tax invoices.

Bidder must have a bank account in the legal name of the tenderer as per the Tax Clearance Certificate.

Penalties: R500.00 per calendar day for late delivery, deducted from monies due.

Insurance, guarantee/warranty, defects liability period: Not applicable.

CSD registration: Mandatory for award. Submit CSD Supplier Number and Unique Registration Reference Number.

Tax compliance: Valid Tax Clearance Certificate and Tax Compliance Status Verification PIN from SARS. If already on CSD with valid tax clearance, no hardcopy needed if valid for full tender validity period.

CIPC: Submit CIPC Registration Certificate (Annexure F).

B-BBEE: Submit B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) to qualify for preference points.

Municipal fees: Declaration that electricity, water, and rates accounts are fully paid up or arrangements concluded.

The service provider must undertake the WML Renewal Application in accordance with these regulations, including public participation and submission of comments to the regulatory authority.

Conditions of contract: GCC by National Treasury 2015 and standard conditions of Msunduzi Municipality.

Contract period: 6 months from date of appointment.

Fixed price arrangement.

Penalties: R500.00 per calendar day for late delivery.
