Supply and delivery of high voltage testing equipment – kouga municipality RFQ 187/2026

Bids must be delivered to the tender box at Kouga Local Municipality, Woltemade Building, 16 Woltemade Street, Room 122, Jeffreys Bay, 6330, before the closing time. Late bids will not be accepted. Bids must be submitted on the official forms provided (not re-typed) or online. An original hard copy and an electronic copy on USB or SD Card/CD must be submitted; the electronic copy must contain exactly the same information as the hard copy. Failure to submit both will render the bid non-responsive. CDs must be readable and not broken; visibly broken CDs will not be accepted. All documentation must be originally signed in black ink; copies of signatures will not be accepted. Do not use correction fluid; cross out mistakes and initial. Documents must be completed in ink, not pencil. Returnable documents include: SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), SBD 8 (Declaration of Bidder's Past SCM Practices), SBD 9 (Certificate of Independent Bid Determination), MBD 7 (Contract Form), Authority to Sign / Board Resolution, and the Form of Offer and Acceptance. Also required: National Treasury Central Database Summary Report, business registration documents, valid SARS Tax Compliance Status PIN, certified ID copies, latest municipal billing clearance certificate or municipal account/rental documentation, and data sheets for each item. Bidders must quote on all items in the pricing schedule. A project implementation plan must be submitted if applicable.

The following documents must be submitted: 1. National Treasury Central Database Summary Report. 2. Business Registration Documents/Formal Registration Documentation/JV Agreements/Consortia/Partnerships and Trust's. 3. A copy of a valid SARS Tax Compliance Status Pin number. 4. Certified ID copies. 5. Latest Municipal Billing Clearance Certificate/Copy of Municipal Account/Rental Documentation. 6. Any Special Conditions of Contract Documentation.

This RFQ is evaluated on the 80/20 preference point system: 80 points for price and 20 points for specific goals. Evaluation is in three phases: Phase 1 Special Conditions, Phase 2 Price Scoring, Phase 3 Specific Goals Scoring. Specific goals: 1) B-BBEE Status Level Contributor – up to 10 points based on the B-BBEE level. 2) Promotion of enterprises located in a specific province – 10 points if located within Kouga Local Municipality, 6 points if within Sarah Baartman District Municipality or Nelson Mandela Bay Municipality, 4 points if within the Eastern Cape, 1 point if outside the Eastern Cape. To claim specific goals points, bidders must submit a valid B-BBEE sworn affidavit or certificate and the latest municipal billing clearance certificate or copy of municipal account/rental documentation for operational offices in the name of the bidding company. If the municipal account is in the name of a director, an affidavit must be provided stating the company name operating from that address. Virtual office information will not be accepted. Bidders must be registered on the National Treasury Central Supplier Database (CSD) and have a valid SARS Tax Compliance Status PIN; non-compliance will result in the bid being declared non-responsive. No bids will be considered from persons in the service of the state.

The tender is for the supply and delivery of high voltage testing equipment, comprising four items:

1. High Voltage Phase Comparator TPC – must comply with IEC61481:2001. Measures range 11 kV to 22 kV, suitable for testing phase to earth and phasing, all-weather use, no user assembly parts, made from high-quality fiberglass rods and polycarbonate moldings, suitable for indoor and outdoor use, tests grounded or ungrounded systems, self-powered (no batteries), lightweight robust construction, high immunity to interference fields.
2. Battery Powered Crimp Tool 16-400 mm² including dies – must comply with IEC61481:2001. Battery powered, C-head with 42 mm opening width, wide crimping range, up to 60% less crimping operations, head rotates 180°, crimping force 12.7 ton, stroke/opening width 42 mm, battery voltage 14.4 V, weight including battery 6.8 kg, must include 2 batteries and charger.
3. 10 kV Digital Insulation Tester – must comply with IEC61481:2001. 20 insulation test voltages (500 V to 10 kV), polarization index (PI), dielectric absorption ratio (DAR), heavy duty carry case, silicone test leads, anti-skid/vibration absorbing enclosure, live circuit warning, auto discharge, insulation time interval tests up to 99 seconds selectable.
4. Polyethylene Pole Mounted Enclosures – must comply with SANS 10142-1. Suitable for areas using aerial bundle conductor (ABC) reticulation, must house from 4 to 12 DIN rail mount pre-paid kWh meters and MCBs. Bidders must submit data sheets for each item.

All equipment must comply with the applicable standards: IEC61481:2001 for the high voltage phase comparator, battery powered crimp tool, and 10kV digital insulation tester; SANS 10142-1 for the polyethylene pole mounted enclosures. Bidders must submit data sheets for each item to demonstrate compliance.

Only firm prices will be accepted; non-firm prices will not be considered. All delivery costs must be included in the bid price. The bidder must indicate whether they are a registered VAT vendor; if not, both the excluding and including VAT columns must reflect the same amount. Rates must be applicable from the date of appointment. Bidders must quote on all items in the pricing schedule; the total will be used for evaluation purposes only. Only one service provider will be appointed. The pricing schedule lists 10 items: High Voltage Phase Comparator TPC, Battery Powered Crimp Tool 16-400mm, 10kV Digital Insulation Tester, and seven Polyethylene Pole Top Enclosures (SMB1, SMB2, SMB3, SMB4, SMB6, SMB9, SMB12). Lead time must not exceed 4 weeks.

Bidders must be registered on the National Treasury Central Supplier Database (CSD) and have a valid SARS Tax Compliance Status PIN. The CSD and tax compliance will be verified on the day of evaluation; non-compliance will render the bid non-responsive. Bidders must submit a valid B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) to qualify for preference points. Foreign suppliers must complete the pre-award questionnaire in Part B:3. Bidders must submit business registration documents (e.g., company registration, JV agreements, partnerships, trusts). Certified ID copies are required. A latest municipal billing clearance certificate or copy of municipal account/rental documentation must be submitted. Bidders must complete and sign all compulsory municipal bidding documents; failure to do so will result in the bid being classified as non-responsive. No bids will be accepted from persons in the service of the state. The Kouga Municipality Supply Chain Management Policy (approved 30 March 2026) and the Municipal Restriction (Blacklisting) of Suppliers Policy (approved 29 April 2026) apply.

The successful bidder will be required to sign a written contract form (MBD7). The contract will be subject to the General Conditions of Contract (GCC), the Kouga Municipality Supply Chain Management Policy (approved 30 March 2026), the Municipal Restriction (Blacklisting) of Suppliers Policy (approved 29 April 2026), and the 2022 Preferential Procurement Regulations. The Form of Offer and Acceptance is compulsory and binds the bidder to the terms and conditions. Bidders must declare any interest in the state and certify that they have no collusive practices. The municipality may disqualify, recover costs, cancel the contract, recommend restriction from doing business with the state for up to 10 years, or refer for criminal prosecution if specific goals are claimed fraudulently.

Bidders must submit an original hard copy and an electronic copy on USB or SD Card/CD. The electronic format must contain the exact same information as the hard copy; failure to submit both will result in disqualification. Bidders must ensure compliance with tax obligations and submit their unique SARS Personal Identification Number (PIN). Foreign suppliers must complete the pre-award questionnaire in Part B:3. Bidders must submit data sheets for each item.
