Submit the completed tender document and all supporting information via the eTender Publication Portal (eSubmission) by 11:00 on Monday, 28 September 2026. No telegraphic, telephonic, telex, facsimile, e-mailed, posted or late tenders will be accepted. Evaluation is in three phases: Phase One – compliance, eligibility and responsiveness; Phase Two – functionality; Phase Three – PPPFA points. Functionality criteria: Company Experience (max 20 points), Key Personnel and Support Staff (max 60 points), Location District 50 / Eastern Cape 30 / Outside Eastern Cape 5 (max 50 points). Maximum functionality score is 130 points; a minimum of 60% (78 points) is required to qualify for further evaluation. Functionality points are only used to determine responsiveness and are not used further in the evaluation. PPPFA points: 80/20 system for bids less than or equal to R50,000,000; 90/10 system for bids greater than R50,000,000. Price is scored using Formula 2, Option 1 with W1 = 80. The tenderer must be registered on the Central Supplier Database (CSD) and have a compliant tax status. The tenderer or any director must not be listed on the Register of Tender Defaulters or the List of Restricted Suppliers. The tenderer must not have abused the Employer's Supply Chain Management System or failed to perform on any previous contract. Key personnel must meet minimum eligibility criteria (professional registration, experience, qualifications); failure to provide certified copies of qualifications and professional certificates renders the tender non-responsive. The scope is professional consulting engineering services for rehabilitation of four provincial paved roads in the Eastern Cape: Project A – MR00672 Steynsburg to Venterstad (73.92 km, Joe Gqabi District, RIFSA Class 2); Project B – MR00659 Queenstown to Dordrecht (70 km, Chris Hani District, RIFSA Class 3); Project C – MR00520 R72 to Zwelitsha & King Williamstown (56.5 km, Amathole District, RIFSA Class 3); Project D – TR00601 King Williamstown to N6 (Stutterheim) (39 km, Amathole District, RIFSA Class 2). The services include project assessment, investigations for design development, design development, tender documentation and procurement, administration and monitoring of the works contract, additional duties, quality control, close out, and measurement and payment. The pavement design must achieve a minimum design life of ten (10) years.

Pricing schedules are provided (Pricing Schedule A, B, C, D). The tenderer must complete the pricing schedules as part of the returnable documents. The successful tenderer must submit a valid Letter of Good Standing from the Compensation Commissioner or FEMA within 21 days of the Letter of Award. The tenderer must provide a Certificate of Insurance Cover (Returnable 2B). No specific bond or guarantee percentage is stated in the tender document.
