Submission method: hand deliver or courier to Thulamela Municipality. Deposit completed bid documents (in black ink) into the official Bid Box at the front of the main entrance to Thohoyandou Civic Centre, Old Agriven Building, Thohoyandou, before 11:00 on 09 September 2026. Envelope must be sealed and clearly marked with "BID NO. 17/2026/2027, Construction of Ngovhela Phindula Ring road". Late, incomplete, unsigned, pencil-written, faxed, emailed, or telegraphic submissions will be disqualified. Returnable forms (all to be completed and signed): MBD 1 (Invitation to Bid), MBD 3.3 (Pricing Schedule - Firm Prices), MBD 4 (Declaration of Interest), MBD 5 (Declaration for Procurement above R10 million), MBD 6.1 (Preference Points Claim Form), MBD 6.2 (Declaration for Local Production and Content), MBD 7.2 (Declaration of Good Standing Regarding Tax), MBD 8 (Declaration of Bidder's Past SCM Practices), MBD 9 (Certificate of Independent Bid Determination). All MBD forms as issued in Part T2 must be duly completed. The original tender document must be submitted in its entirety; no copies required. A letter of intent from an approved financial institution for the Construction Guarantee must be included.

Two-stage evaluation. First stage: compliance check and functionality assessment. Functionality scored out of 100; minimum threshold 70% to qualify. Functionality criteria: Experience of construction company (40 points) – four completed roads and storm-water projects in last 10 years, minimum CIDB 4CE, with signed appointment letters, completion certificates, and reference letters. Plant and equipment (30 points) – proof of ownership of grader, tipper trucks, water cart, roller, excavator, TLB. Experience of key personnel (20 points) – project manager registered with ECSA or SACPCMP with experience; site agent with B-Tech/BSc/BEng and 10 years experience; general foreman with National N Diploma and 5 years experience. Financial standing (10 points) – bank reference letter with rating A to G. Second stage: Price (80 points) and preference points (20 points) under 80/20 system. Specific goals: 100% Black ownership (10 points), 100% Women ownership (5 points), Youth (3 points), Disability (2 points). Points formula for price: Ps = X [1 – (Pt – Pmin)/Pmin]. Tenderers must also meet all compliance requirements (CSD, tax, CIDB, COIDA, etc.) to be considered responsive.

Construction of Ngovhela-Phindula Ring Road, including roads and storm-water works. The contract comprises the whole of the Works as described in Part C3 (Scope of Work) including Description of Works, Engineering, Procurement, Construction, and Management. Funded under Municipal Disaster Response and Recovery Grant (MDRG). Only one tender envelope required (no two-envelope system). Tenderers must offer to perform the whole of the Works; alternative offers not permitted. Labor-intensive components require management and supervisory staff with LI competencies.

Pricing format: priced Bill of Quantities (firm prices) in MBD 3.3. All rates stated are binding. Performance Guarantee: a letter of intent from an approved financial institution undertaking to provide the Construction Guarantee (format in Part C1.2) must be submitted with the tender. No insurance provided by the Employer. Tender offer validity period: 90 days after closing date. Arithmetic errors: amounts in words govern over figures; errors handled per CIDB Standard Conditions. No bid bond mentioned.

Proof that municipal rates and taxes for the company and its directors are not in arrears for more than 3 months (or valid lease agreement, or exemption letter from municipality). Signed appointment letters, completion certificates, and reference letters for four (4) completed roads and storm-water projects in the last 10 years (minimum CIDB 4CE). CVs of contract manager, site agent, and general foreman demonstrating relevant experience. Key personnel registrations: Contracts Manager and OHS officer must be registered with SACPCMP or ECSA at the time of award. Sworn affidavit for EME confirming annual turnover ≤ R10m and Black ownership level. Letter of intent from a financial institution for the Construction Guarantee. Disclosure of no conflict of interest, no listing on Register of Tender Defaulters, and no prior termination by Thulamela Municipality in the last 5 years.
