Bids must be submitted by email to [email protected] in PDF format only. The complete set of returnable documents must be included: SBD 1 (Invitation to Bid) signed, SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), and the Bid Submission Certificate. Proof of authority to sign (e.g. company resolution) and proof of CSD registration are mandatory. A valid B-BBEE certificate or sworn affidavit is required to claim preference points. A completed pricing schedule (SBD 3.1) or a quotation on company letterhead is mandatory. Evidence of SACAA accreditation or recognised certification is required. The course must be available online. Late bids will not be accepted.

The evaluation follows a five-stage process: Stage 1 – compliance with submission requirements; Stage 2 – evaluation against technical specifications, including quality (Stage 2A), due diligence interviews (Stage 2B), and due diligence research (Stage 2C); Stage 3 – price/preference evaluation; Stage 4 – tax compliance checks; Stage 5 – award and contract signing. The applicable preference point system is 80/20: 80 points for price and 20 points for specific goals. Specific goals include B-BBEE status level (up to 8 points), 51% Black-owned (3 points), 51% Black female-owned (3 points), 51% Black youth-owned (1 point), 51% owned by People with Disabilities (1 point), and EME or QSE (4 points). A valid B-BBEE certificate is required to earn points on specific goals; failure to submit one means no points are allocated for specific goals.

The SAEON seeks a service provider to deliver online RPAS/UAS Quality Assurance (QA) and Safety Management System (SMS) courses and certification for one (1) SAEON employee who already holds a valid Remote Pilot Certificate. The contract is a once-off supply. The service provider must be a SACAA approved or recognised training facility. The course must be available online. The service provider must deliver the courses and provide full certification for the course candidate, including courier/delivery of certificates to Gqeberha.

The NRF evaluates each bidder's written response against the specifications. The supplier must demonstrate the capability to conduct QA and SMS courses, for example through SACAA accreditation or recognised certification. The NRF measures the contracted bidder's performance against the performance levels. No completion certificate or invoice is approved or paid if the delivery is not satisfactory.

Pricing must be submitted on the SBD 3.2 pricing schedule. The schedule has four line items: 1. Online RPAS/UAS Quality Assurance Course (qty 1); 2. Online RPAS/UAS Safety Management System Course (qty 1); 3. Provide full certification for course candidate (qty 2); 4. Courier/delivery cost of Certificates to Gqeberha (qty 1). The total price excluding VAT, VAT, and the total contract including VAT (ceiling price) must be stated. The price is quoted in South African Rands and is fully inclusive of all costs including delivery, VAT, income tax, UIF contributions, and skills development levies. The NRF applies fair pricing tests and may negotiate price if the quoted price is outside a fair range. The NRF only negotiates price, not any other component.

Tax compliance: bidders must provide a SARS tax PIN or CSD number; bidders on the Register for Tender Defaulters or the List of Restricted Suppliers are disqualified. Bidders must not be persons in the service of the state, nor have directors or members who are. Foreign suppliers must complete the tax questionnaire in SBD 1.

All personnel working on NRF sites must obtain a safety induction. The contracted party must comply with the OHS Act and site safety instructions. PPE including closed safety shoes, hard hats, height safety equipment, and high visibility vests must be worn at all times on site. The contracted party must provide a valid Letter of Good Standing under the COID Act, enter into a Section 37.2 agreement, maintain a health and safety plan, and submit signed indemnity forms for all team members.

The contract is a once-off supply. The NRF manages the contract through written purchase orders that state quantity, description, delivery date, and unit price. The contract ceiling price covers both firm and estimated quantities. The NRF pays only for verified deliveries or performances. The cumulative value of invoices at contract expiry is the actual total contract price. Price adjustments follow the rules in Special Conditions of Contract Clause 17.1, with the NRF and the bidder sharing price risk equally. The price is quoted in South African Rands and is fully inclusive of all costs, including delivery, VAT, income tax, UIF, and skills development levies. The NRF may cancel the quotation if the procurement is no longer needed, if no acceptable bids are received, if a material irregularity occurs, or if funds are insufficient. The NRF may negotiate price if the quoted price is outside a fair range.

The service provider must exercise reasonable skill, care, and diligence; deliver services during normal working hours (Mon-Fri 08h30-17h00) unless additional hours are reasonably required; not prejudice NRF operations; and submit information and reports as specified. Communication must be in writing with the contract number and purchase order number. OHS requirements apply when working on NRF sites, including safety induction, PPE, compliance with the OHS Act, COID letter of good standing, Section 37.2 agreement, health and safety plan, and signed indemnity forms.

Mandatory eligibility criteria: fully completed SBD 1 including SBD 4 and SBD 6.1; fully completed pricing schedule (SBD 3.1) or quotation; detailed specifications must meet the scope of work; proof of SACAA approved or recognised training facility; course must be available online.
