Accelerated urbanisation presents both significant development opportunities and complex challenges.

Targeted, sustained interventions in urban planning and development are essential to ensure that these

changes do not further entrench socio-spatial inequalities between affluent and marginalised communities.

The momentum generated by rapid urbanisation, increasing global connectivity, and local economic growth

represents an opportunity that must be strategically harnessed through purposeful public investment in the

city’s spatial fabric. Spatial transformation remains a central priority for South African cities as they work to

redress the spatial and systemic inequities created by historical segregation. Achieving this transformation

is crucial to ensuring that all residents have equitable access to opportunities, services, and urban amenities.

The City of Johannesburg is firmly committed to advancing spatial transformation to improve liveability,

sustainability, and urban resilience. In support of this commitment, the Johannesburg Development Agency

(JDA) grounds its development interventions in a 6 clear set of strategic objectives. The Agency’s mandate

aligns with the Growth and Development Strategy 2040 (GDS 2040), which emphasises resilience,

liveability, and sustainability, and it contributes to the broader cross-cutting targets of the City’s Economic

Growth Cluster.

The City of Johannesburg (COJ) continues to make substantial investments into the Inner City, as part of

the implementation of the Inner-City Roadmap. The investment the City has been making in the Inner City

is focused on the public spaces and streets aimed towards creating a livable, walkable and safe

neighbourhood, with excellent integrated public transportation, social infrastructure and open spaces. This

initiative aims at not only replacing the existing aging transport facility but also reshaping the city’s public

transport landscape into a modern, safe, and efficient hub. In a city where the taxi industry plays a crucial

role in daily mobility for citizens, the project acknowledges the importance of creating infrastructure that

responds dynamically to existing operational challenges and future transport trends.

Beyond infrastructure, the project serves as an opportunity for urban regeneration within Johannesburg’s

CBD, supporting economic growth, social upliftment, and environmental sustainability. By integrating

multiple functions, transport, retail, office space and social amenities, the facility will redefine the relationship

between transport infrastructure and urban life. The redevelopment will promote social inclusion by

formalizing spaces local venders whilst enhancing the well-being of both commuters and taxi drivers.

1.1.1 Invitation for Expression of Interest

The Johannesburg Development Agency (JDA) in collaboration with the City of Joburg’s Department of

Transport hereby invites an Expression of Interest from private sector

companies/consortia/developers/funders (hereby referred to as Private Parties) according to the terms set

out in this Expression of Interest (EOI).

Private parties may ask for clarification on this EOI invite up to the close of business day, 48 hours before

the closing date specified for this EOI. Any request by Private parties must be e-mailed to the responsible

officials set out in section 9 of this EOI and it is important to note that telephonic or written requests will not

be accepted.

The JDA makes no guarantees and takes no responsibility for the accuracy and completeness of this

request of EOI and disclaims and liability for any interested party’s use of the information. The JDA may

change or replace any information contained in this EOI at any time, without giving any prior notice or

providing any reason. Private Parties may not contact the JDA on any matter pertaining to the EOI invite

from the closing date of the EOI to the time the JDA deems it necessary to provide feedback. In respect of

communication to the respective Private Parties, between the closing date of the EOI and the completion

of the process, such may be done through e-mail communication by any JDA official or person acting on

advisory capacity to/for the JDA.

1.1.2 Location

Locality: The MTN Noord Street Taxi Rank and Holding Facility is described as the

Remaining Extent of Erf 5278 Johannesburg is situated at No. 17 Twist Street

on the western side of the street, at the northwestern corner of the intersection

of Twist Street and Plein Street. It is formally referred to as the Jack Mincer

Public Transport Facility.

Future Re-Zoning: “Special”

The proposed redevelopment will maintain the "Special" zoning designation while substantially expanding

the facility's capacity, functionality, and vertical presence. Key aspects of the proposed development include:

 The development will increase the taxi facility from the current two (2) storeys to seven (7) storeys,

maximising the site's potential within the applicable scheme’s Height Zone C. The height increase is

sought to accommodate the expanded taxi holding facilities within the already constrained site. The

urban design principle is to create a landmark building at this gateway location.

 The Height Zone C designation, which imposes a 59° height line restriction, aims to support buildings

of this scale. The building adheres to the 59° height line rule, showcasing its consideration for the

surrounding urban environment.

 The Floor Area Ratio (FAR) will increase from 2.0 to 6.0, allowing for a total floor area of 74 616 sqm,

resulting in a threefold increase in usable space. The increase in the FAR is proposed for the following

reasons:

o The site is positioned at a pivotal transportation node, aligned with the objectives of the Municipal

Spatial Development Framework (MSDF). This framework encourages urban intensification, making

the site ideal.

Demolition and Reconstruction of the Jack Mincer Transport Facility (Noord Taxi Rank)

The project involves the full demolition of the existing transport facility and the construction of a new multi-

level public transport interchange, including public amenities, commercial spaces, and supporting

infrastructure. The scope of works includes the following trades and construction components:

 Demolition of the existing transport building, including foundations and basement structures.

 Bulk earthworks and excavations for two basement levels.

 Piling and foundation construction using bored piles and pile caps.

 Secant pile wall installation for temporary and permanent lateral support.

 Reinforced concrete works (columns, slabs, beams, walls, cores) across 8 levels.

 Masonry and brickwork for internal partitions and façades.

 Waterproofing systems for basement and rooftop levels.

 Steel roof structures and solar panel installation.

 Glazing and curtain wall systems.

 Fire protection systems including wet services, hydrants, hose reels, and extinguishers.

 Mechanical and HVAC installations (ventilation for basements, AC units).

 Electrical installations including public lighting, lifts, power supply, and EV charging stations.

 Ceilings, partitions, and finishes for all public and office areas.

 Floor finishes including tiles, concrete topping, non-slip surfaces, and ramps.

 Plumbing and drainage installations for ablutions, kitchens, waste zones.

 Stormwater and sewerage reticulation including new municipal connections.

 Painting and coating systems (internal/external).

 Shopfitting and furniture for offices, pharmacy, clinic, and control rooms.

 ICT, access control, PA system, CCTV, and security infrastructure.

 Roadworks and paving including taxi lanes, ramps, pedestrian routes, and drop-off zones.

 Fencing, gates, bollards, and traffic barriers.

 Landscaping and urban furniture (planters, benches, bins, etc.).

 Construction of informal trading stalls and public refuse management area.

 Installation of wayfinding and regulatory signage.

3. Elimination Criteria

Expression of Interest will be eliminated under the following conditions:

Submission after the deadline;

Responses submitted at incorrect locations;

Submissions from restricted suppliers in line with Treasury Regulations.
