Branding and kitting of outside broadcast trucks for the electoral commission

The Electoral Commission is a permanent body established in terms of Chapter 9 of the Constitution of the Republic of South Africa and the Electoral Commission Act. It is responsible for managing and administering all elections and promoting and safeguarding democracy in South Africa.

The closing date for the tender is 17 September 2026, and the closing time is 11:00. A tender briefing session will be held at 11:00 on 04 September 2026 at the Electoral Commission's office.

Bidders must submit their bids in a sealed envelope or suitable container, with their company name and the tender reference number written on the envelope. The bid must be deposited in the tender box or designated room at the Electoral Commission's office before the closing date and time. Late bids will not be accepted.

The tenderer must complete and return the tender questionnaire, bidder's disclosure, and other required documents as specified in the tender document.

The Electoral Commission will use the 80/20 scoring system for goods and/or services with a Rand value equal to or below R50,000,000. Preference points will be awarded for price and specific goals. A maximum of 80 points is allocated for price, and 20 points for specific goals.

The Electoral Commission is responsible for managing and administering all elections and promoting and safeguarding democracy in South Africa. The tender is for the branding and kitting of two outside broadcast trucks.

The Electoral Commission will assess the bidder’s methodology and approach to delivering the required services as part of the evaluation criteria.

The Electoral Commission will consider the bidder’s experience and qualifications as part of the evaluation criteria.

The Electoral Commission will assess the bidder’s quality management system as part of the evaluation criteria.

The Electoral Commission will evaluate the bidder's pricing schedule as part of the evaluation criteria.

The tender prices must be all inclusive, including VAT. Non-VAT registered bidders shall not charge nor be eligible for the payment of VAT. The Electoral Commission will only accept bids at prices that are market related.

Bidders must be registered on the National Treasury Central Supplier Database (CSD). The tax affairs of the successful tenderer must be in order. Bidders must submit a valid B-BBEE status level certificate or sworn affidavit.

Tenderers who qualify as exempted micro enterprises (EMEs) in terms of the B-BBEE Act and its codes must submit a CIPC B-BBEE certificate or B-BBEE sworn affidavit. Tenderers who qualify as qualifying small enterprises (QSEs) in terms of the B-BBEE Act and its codes must submit a B-BBEE sworn affidavit or B-BBEE status level certificate as applicable.

The Electoral Commission will consider the bidder's health and safety record as part of the evaluation criteria.

The Electoral Commission will consider the environmental impact of the proposed solution as part of the evaluation criteria.

The Electoral Commission will enter into a service level agreement (SLA/contract) with the successful tenderer. The SLA/contract will include terms and conditions such as payment, delivery, and cancellation.

The Electoral Commission reserves the right to cancel the tender for reasons that may include changed circumstances, funds no longer being available, no acceptable bid being received, material irregularity in the tender process, or the price offered by a tenderer scoring the highest points not being market-related.

Tenderers must register on the National Treasury Central Supplier Database (CSD) prior to submitting their bids. Failure to register on the CSD shall invalidate your tender. A tenderer's tax affairs must be in order to be considered in the adjudication of this tender.
