Bids must be submitted on the official JRA forms (not re-typed) and deposited in the relevant bid box before the closing date and time. Late bids will not be accepted. All declarations and MBD forms must be completed and signed in full. The JRA pricing schedule (MBD 3.1) must be fully completed and signed. Quotations printed on the bidder's letterhead or with own terms and conditions will be disqualified as conditional. The bid must remain valid for 90 days. Returnable documents include: MBD 3.1 pricing schedule, MBD 6.1 preference points claim form, MBD 6.2 local content declaration, MBD 7.1 contract form, MBD 8 declaration of bidder's past SCM practices, MBD 9 certificate of independent bid determination, declaration of interest, tax pin, company registration, CSD report, certified ID copies of directors, proof of municipal rates and taxes, BBBEE certificate or sworn affidavit, and joint venture agreement if applicable.

Additional information required: Copy of Tax Pin, copies of company registration, proof of CSD registration report, certified ID copies of all directors, proof of payment of municipal account statement on rates and taxes not in arrears for more than three months (with lease agreement or sworn affidavit if applicable), certified valid BBBEE certificate or sworn affidavit issued by DTI or SANAS, or letter from registered auditor for EME. For joint ventures, consolidated BBBEE and all required documents plus signed JV agreement.

The 80/20 preference point system applies: price (80 points) and specific goals (20 points). Specific goals include: HDI (max 10 points) - business owned 51% or more by Black People (5 points), Women (2 points), Black Youth (2 points), Black People with Disability (1 point); Promotion of Local Economy (max 10 points) - SMMEs (EME or QSE) (5 points), Enterprises located within City of Johannesburg (5 points). Bids are evaluated on the sub-total of the pricing schedule. Mark-up on material is capped at 15% and must be stated. Bidders must meet mandatory requirements including CIDB grading minimum 2CE, N6 qualified civil engineering personnel, SHE officer with NDSM or higher, and COIDA registration.

The scope includes servicing, maintaining, repairing, replacing existing units, and supplying and installing roller shutter and bi-parting sliding doors at JRA sites as and when required. Servicing checklist includes cleaning old grease with detergent, lubricating moving parts, checking all moving and stationary parts, tightening bolts, cleaning slats, checking for wear and tear, checking motor operation and service, and inspecting shafts, chain, sprocket, springs, T-bar, end plates, slats, guide, and bi-parting sliding door. Supply and installation includes door motors (automatic and manual), bolts, shafts, chain, sprocket, spring, T-bar, end plates, slats, guide, and bi-parting sliding door. A report or job card must be submitted for all serviced and maintained sites. For materials not in the Bill of Quantities, three quotations must be sourced from different suppliers and paid based on the mark-up of the approved quotation.

Scope of work: Roller Shutter Doors checklist/service includes cleaning old grease with cleaning detergent, lubricating all moving parts, checking that all moving and stationary parts are operational, checking all bolts are tight, cleaning slats, checking for wear and tear, checking motor operation and service, checking shafts, chain, sprocket, springs, T-bar, end plates, slats, guide, bi-parting sliding door, etc. Supply and installation includes door motor (automatic and manual), bolts, shafts, chain, sprocket, spring, T-bar, end plates, slats, guide, bi-parting sliding door, etc. as and when required.

Bidders must provide a schedule of similar work successfully executed, including organisation name, description of contract, contact person and telephone number, and contract value (VAT excl). Plant and equipment available for the project must be listed. Qualified Civil Engineering Personnel with N6 minimum qualification are required.

Provisional allowances include commissioning and testing, cleaning material detergent (soap), scaffolding rental (not more than 10 metres), rubble removal, making good per square metre (plastering, painting, sealing where roller shutter or bi-parting sliding door works were conducted), and SHE file. These are provisional and may be carried out by specialists or suppliers.

Pricing schedule: Call out fee (Item 1), Transport per km (Item 1), Mark-up on material maximum 15%. Note: Non-completion of this page may result in disqualification.

Company registered with CIDB Grading minimum 2CE or higher. Proof of valid COIDA registration. B-BBEE status level verification certificate or sworn affidavit must be submitted to qualify for preference points. For EMEs, a letter from registered auditor confirming turnover less than R10M p.a. is required. Failure to submit will not disqualify but will disadvantage the bidder from scoring B-BBEE points.

A SHE Officer with National Diploma in Safety Management (NDSM) or higher is required. Certified copies of qualifications must be attached. A SHE file is included as a provisional allowance item. All work must comply with Local By-laws and requirements of Local Health Authorities.

The contract will be governed by the JRA SCM Policy and MSCM Regulation 34, promoting local production and content. Local content must be calculated per SATS 1286:2011 using the formula LC = [1 - x/y]

• 100, where x is imported content in Rand and y is bid price excluding VAT. Exchange rates are those published by SARB at 12:00 on the advertisement date. Bidders must submit the Local Content Declaration and Annex C; failure may lead to disqualification. The successful bidder must not sub-contract in a way that reduces local content below the stipulated threshold. The bidder confirms that prices cover all obligations and that mistakes in pricing are at their own risk. Fraudulent claims may lead to disqualification, recovery of costs, contract cancellation, restriction from doing business with organs of state for up to 10 years, and criminal prosecution.

Local content requirements for designated sectors: minimum thresholds for local production and content as per SATS 1286:2011: Bi-parting sliding door 100%, Motor (automatic) 70%, Motor (manual) 70%, Bolts 100%, Shafts 100%, Chain 100%, Sprocket 100%, Spring 100%, T-bar 100%, End plates 100%, Slats 100%, Guide 100%. Bidders must complete the Local Content Declaration and submit Annex C. Imported content must be declared and exchange rates from SARB at 12:00 on advertisement date must be used.

The bid is subject to the Preferential Procurement Policy Framework Act of 2000 and the Preferential Procurement Regulations, 2022.
