Submission must be sealed in an envelope marked with the tender number and description, and hand-delivered to the official tender box at the Richmond Municipality reception, 57 Shepstone Street, Richmond, during office hours (08h00–16h00) Monday to Friday. Facsimile, electronic and late bids will not be accepted; late bids are returned unopened. The entire tender document must be submitted, including all mandatory returnable forms. All supporting documents must be stapled at the front of the tender document. Bidders are encouraged to use spiral binding. Certified copies must not be older than six months. Failure to complete and submit any required document may render the bid non-responsive.

Two-stage evaluation. Stage 1: Functionality (100 points) – bidders must score a minimum of 70% to proceed. Functionality criteria: (1) Tenderer's experience – proof of successful completion of road infrastructure projects of similar value within the last five years, maximum four appointment letters/purchase orders (60 points: 0 projects=0, 1=15, 2=30, 3=45, 4=60). (2) Key personnel – Site Agent/Contracts Manager: qualification (Diploma in Civil Eng/Construction Management=10, Degree=15) plus experience (1-3 yrs=2, 3-5 yrs=3, 5-8 yrs=5) (10 points). (3) Foreman: qualification (Matric=3, N3/LIC NQF 4=5) plus experience (1-3 yrs=2, 3-5 yrs=3, 5+ yrs=5) (10 points). (4) Plant ownership/lease: 1x Excavator=3, 1x Grader=3, 2x Tipper Truck=2, 1x Roller=2 (10 points). Stage 2: 80/20 preference point system – Price 80 points, Specific Goals 20 points. Specific goals include ownership by black people, black women, black youth, and black people residing within Richmond Municipality (5 points), District (3), KZN (2), outside province (1).

The project involves the upgrading of Indaleni Passages and rehabilitation of Silahla Access Road in Ward 2 (Phase 2). The contractor must be CIDB Grade 6CE or higher. The works are governed by SABS 1200, COLTO, SANS1921, GCC 2015 3rd Edition and subsequent amendments, and EPWP requirements. Drawings will be supplied at the briefing. Labour schedules in accordance with the EPWP template must be submitted before the 3rd of every month; non-submission results in payment certificates/invoices not being processed.

Pricing must be submitted on the Bill of Quantities (C2.2). A Form of Guarantee (C1.4) is required. No advance payment will be made; payment will be made in terms of deliverables, within the prescribed period according to MFMA. Bidders must submit evidence of financial capability in accordance with Regulation 21 of the Municipal Supply Chain Management Regulations: bidders legally required to prepare audited financial statements must submit their latest three years' audited annual financial statements; others must submit three years' annual financial statements prepared by a suitably qualified person, with a declaration that auditing is not legally required. An original bank letter from a registered financial institution is required. A non-refundable bid document fee of R634.20 (cash only) is payable.

Mandatory: CIDB contractor grading 6CE or higher; registration on the National Treasury Central Supplier Database (CSD); valid tax compliance (TCS PIN or CSD number); full CSD report; tax clearance certificate (for each party of a joint venture); letter of good standing (COIDA); proof of enterprise ownership; owner's ID (certified, not older than 6 months); qualifications of project staff (certified); CVs of project staff; reference letters as per functionality; letter of commitment to LED objectives (signed, on business letterhead); statement of account/rates or lease agreement or affidavit for rural/informal settlement; certificate of authority for joint venture; compulsory enterprise questionnaire; compulsory schedule of subcontractors. Returnable forms include MBD 1 (Invitation to Bid), MBD 2, MBD 4 (Declaration of Interest), MBD 5 (Declaration for Procurement Above R10 Million), MBD 6.1 (Preference Points Claim), MBD 8 (Declaration of Bidder's Past SCM Practices), MBD 9 (Certificate of Independent Bid Determination). Bidders must not be in the service of the state, must not be listed on the National Treasury's Database of Restricted Suppliers or Register for Tender Defaulters, and must not have been convicted of fraud or corruption in the past five years. No undisputed municipal arrears older than 30 days.
