All trades in the Bills of Quantities must be priced (except provisional sums and allowances). Gross calculation errors, omissions, or gross under/over pricing in the Bill of Quantities will render the bid non-responsive.

Three-phase evaluation. Phase One (Pre-qualification): Only bidders with an active CIDB registration at grade 2 GB/CE or higher on the closing date proceed. Phase Two (Responsiveness and compliance): Bids checked for completeness, mandatory documents, attendance at compulsory briefing, correct CIDB grading, valid CSD registration, tax compliance, signed returnable forms, priced Bill of Quantities, key personnel, work programme, past experience. Failure to meet any mandatory requirement eliminates the bid. Phase Three (PPPFA 80/20): Price scores 80 points; Specific Goals score 20 points. Specific Goals allocation: 10 points for EME/QSE ≥51% black-owned (ID copy, CIPC, CSD report); 2 points for enterprise located in the district where services are rendered (municipal rates account, councillor letter, or lease agreement); 4 points for EME/QSE ≥51% women-owned (ID copy, CIPC, CSD report); 2 points for EME/QSE ≥51% youth-owned up to age 35 (ID copy, CIPC, CSD report); 2 points for EME/QSE ≥51% owned by people with disability (ID copy, CIPC, CSD report, medical certificate, SASSA registration or confirmation). A trust, consortium or JV must submit proof for each party. Price formula uses W1 = 80 (value ≤ R50 million). Bidders exceeding CIDB grade 2 threshold by more than 15% in combination with other simultaneous contracts may be regarded as non-responsive. The department reserves the right not to award more than two projects simultaneously to the same bidder based on capacity risk assessment. For projects valued at R3 million and above, non-Eastern Cape bidders must sub-contract 25% of contract value to an Eastern Cape-based contractor.

Scope: Supply, delivery, installation and placing of three refurbished containerized pack-sheds (each 6.05 m x 2.44 m x 2.59 m) and associated equipment at Sigidi Farm, Winnie Madikizela Mandela Local Municipality, Alfred Nzo District. Connection of electricity to the containers. Delivery and demonstration of equipment. Time for completion: 8 weeks. Applicable standards: General Conditions of Contract for Construction Works 3rd Edition 2015 (GCC 2015); South African National Standards (SANS) as referenced; Occupational Health and Safety Act and Construction Regulations 2014; CIDB Act and Regulations; SANS 1921:2004 Parts 1 and 6; SANS 10396:2003; SANS 1914:2003 Parts 1-6; Department of Agriculture Procurement Policy. Contractor must have necessary competencies and resources to carry out work safely per Construction Regulations 2014. Part of the works cannot be sub-contracted without prior approval from the Engineer. Where a brand name is specified, an equivalent or better item is acceptable. Successful bidder must provide Performance Bond / Guarantee / Surety / Security from an approved insurer in the format per contract data. One signed contract copy to be provided by employer.

Pricing: Activity Schedule or Bills of Quantities (C2.2) to be completed; all-inclusive of applicable taxes; VAT not claimable if bidder not VAT registered. Price validity: 90 days. Performance security: Preferred tenderer must submit an approved insurer undertaking to provide Performance Bond / Guarantee / Surety / Security per contract data format. Financial capacity: Employer may request additional information or bank ratings to establish financial capacity; non-submission or late submission may render bid non-responsive. Sub-contracting: For projects ≥ R3 million, non-Eastern Cape bidders must sub-contract 25% of contract value to an Eastern Cape-based contractor. No compensation for tendering costs. Employer not liable for insurance shortfalls; bidder advised to seek qualified advice.

All certificates must be valid for 90 days after closing. Bidders must not be in service of the state, listed on Register of Tender Defaulters, or have abused SCM system / failed previous contracts. Must be registered and in good standing with Compensation Fund or licensed insurer. Must undertake to maximise sourcing of building/infrastructure materials from Eastern Cape suppliers. Compulsory Enterprise Questionnaire and Declaration of Interest (SBD 4) must be completed with no conflicts of interest.
