Submit a sealed envelope marked with the bid number and description, deposited in the bid box at Capricorn District Municipality, 41 Biccard Street, Polokwane, by 11:00 on 11 September 2026. Late bids will not be accepted. Bids are evaluated on the 80/20 preference point system (price and specific goals). Responsiveness criteria include: sealed envelope with bid number and description; deposited in the correct bid box before closing; valid CSD number; all bid forms completed in full and each page initialed; Joint Venture Agreement signed by all parties (if applicable); proof of municipal rates/taxes payment or tribal authority letter or valid lease for company and all directors; compliance with bid and technical specifications; CIDB registration for construction work; adherence to pricing instructions; financial ability to execute the contract; compliance with the Notice to Bidders; and demonstrated experience with similar projects. The Council reserves the right to accept all, some, or none of the bids and is not obliged to accept the lowest bid. Bids remain valid for 90 days.

Supply and deliver laboratory equipment/instruments. Goods must be new, unused, of the most recent or current models, and free from defects in design, materials, or workmanship. Warranty: 12 months after delivery and acceptance, or 18 months after shipment, whichever ends earlier. Pre-bidding testing, inspections, and analyses are for the bidder's account; the purchaser may inspect, test, or analyze goods and reject non-compliant items at the supplier's cost.

Variation orders: if changes do not exceed 15% of the original contract value, the contractor may be instructed to proceed. For measurable quantities, the contractor may be asked to reduce unit prices, provided there is no price escalation.

Bidders must demonstrate a track record of similar projects (scope and size). For construction work, CIDB registration in the relevant category is required. Joint ventures must have all parties registered with the relevant professional body.

Pre-bidding testing is at the bidder's cost. The purchaser may inspect, test, or analyze goods at the supplier's premises during reasonable hours. If goods comply, the purchaser bears the cost; if not, the supplier bears the cost and goods may be rejected. Rejected goods must be removed and replaced at the supplier's cost. The purchaser may cancel the contract for breach.

Provide total bid amount (combined rates) and total number of items. Prices must remain fixed. No contract with bidders whose tax matters are not in order or whose municipal rates/taxes are in arrears. Foreign suppliers responsible for taxes outside RSA; local suppliers responsible for all taxes until delivery.

Provide a valid Tax Compliance Status (TCS) PIN or CSD number. For joint ventures, each party must submit a separate TCS/CSD. Submit certified ID copies of all directors/members/shareholders, proof of company registration on the Central Supplier Database (CSD), proof of residence (municipal rates/taxes, tribal authority letter, or lease) for company and all directors, and a signed Authority of Signatory on company letterhead. Complete MBD 4 in full, disclosing all related companies and directors — failure leads to automatic disqualification. Bids from persons in the service of the state are not considered. The bidder must not have any director with a history of fraud, corruption, failure to perform on previous contracts, or arrears in municipal rates/taxes for more than three months. Tender document must be properly stapled and banded.

No specific health and safety requirements are stated beyond general contract conditions. The supplier must not disclose confidential information without consent. Delivery and performance must follow the contract schedule; delays must be promptly reported in writing.

General Conditions of Contract (GCC) apply, covering definitions, standards, inspections, packing, delivery, insurance, warranty, payment, prices, variation orders, assignment, subcontracts, delays, penalties, termination for default, anti-dumping duties, force majeure, insolvency, dispute settlement, limitation of liability, governing language, applicable law, notices, taxes, transfer, amendments, and prohibition of restrictive practices.

No bids from persons in the service of the state. The Municipal Manager may reject bids if the bidder or any director has committed fraud/corruption, failed to pay municipal rates/taxes for over 3 months, performed unsatisfactorily on previous contracts, abused the supply chain system, been convicted of fraud/corruption in the past 5 years, neglected public sector contracts, or is listed on the Register for Tender Defaulters or National Treasury's prohibited database.
