Price and preference points evaluation
Only bids that obtained a minimum qualifying score (80 points) for Stage 2 (Functional Requirements) will be evaluated further.
The contract will be awarded in terms of Regulations 4 of the Preferential Procurement Regulations about the Preferential Procurement Policy Framework Act, 2000 (Act 5 of 2000), and the Preferential Procurement Regulations, 2022, and bids will be adjudicated in terms of the (80/20) preference points system. Points are awarded to bidders based on the below:

Detailed Scope of Work
Pre-Installation Survey, Design and Method Statement
Conduct a comprehensive technical inspection of all identified doors, access points, and existing biometric or access-control equipment.
Assess the condition and suitability of existing controllers, readers, power supplies, magnetic locks, brackets, cables, door closers, conduits, network points, and server or software integration points.
Determine whether each door must be fail-safe, fail-secure, or subject to emergency-release requirements, and record the rationale for the proposed configuration.
Submit the project implementation plan, site-specific risk assessment, method statement, data-protection method statement, and programme of works before installation begins.
Confirm compatibility with the current NHBRC biometric system, employee ID-card system, and access-control database before procuring equipment.
Strip-Out and Decommissioning of Existing Equipment
Remove old biometric readers, brackets, redundant wiring, redundant power supplies, and related components where replacements are required.
Ensure decommissioning does not affect building security, fire safety, emergency egress, network services, or normal operations.
Label and protect reusable cables and equipment and obtain written approval before disposing of any NHBRC assets.
Repair, align, clean, and make good all installation areas affected by the removal of existing equipment.
Supply and Installation of New Biometric Access-Control Equipment
Supply and install twenty-nine (29) biometric fingerprint scanners/readers or biometric systems, including all controllers, slave readers, power supplies, enclosures, locks, brackets, cabling, conduits, connectors, and consumables required for a fully operational installation.
Install devices at ergonomic heights and secure mounting locations that prevent obstruction, tampering, moisture exposure, and cable strain.
Provide 300 kg magnetic locks with suitable ZL brackets where required and where compatible with the door construction.
Provide 12 V regulated power supplies with backup capability, correctly sized for each door and controller configuration.
Provide IDC controllers, In Bio controllers or slave readers, core cable, applicable RS485/RS232/RS533 communication cabling, 4-pair Mylar cable, network cabling, and all other components required by the approved design.
Cabling, Containment and Electrical Works
Install all cables neatly in conduit, trunking, sleeves, or approved containment. Exposed, loose, or unsupported wiring will not be accepted. All penetrations, drilling, and fixings must be approved by the NHBRC representative and must avoid damage to structural, fire, ICT, HVAC, electrical, and plumbing services.
Where fixed electrical work is required, the bidder must use suitably qualified or registered personnel and issue the required certificate of compliance or test documentation in line with applicable electrical regulations.
Provide battery backup and surge protection where required by the approved design and manufacturer specifications.
Integration, Zoning and Configuration
Integrate the new devices with the existing NHBRC biometric/access-control system and database, subject to written approval and successful compatibility testing.
Configure access zones per floor, restricted areas, time schedules, access groups, emergency overrides, and reporting or logging functions as directed by the project sponsor.
