Bids must be physically delivered in a sealed envelope or cover clearly marked with the bidder's name and address, bid number NDT0011/26, and closing date, addressed to the Department of Tourism. Deliver to the tender box at Tourism House, 17 Trevenna Street, Sunnyside, Pretoria, 0002, by 11:00 on 29 September 2026. Bidders must complete the delivery register; failure to do so may invalidate the bid. Late bids will not be considered. All bids must be submitted on official forms, with all SBD forms completed, signed, and returned. Bidders must not alter the content or sequence of SBD4. The bid must remain valid for 120 days from closing. Evaluation stages: (1) Mandatory requirements - accreditation as QCTO assessment/trade test centre in KZN and WC, valid COIDA, signed Annexure I. Failure to submit any mandatory document disqualifies. (2) Functionality - minimum threshold of 60 out of 100 points. Functionality criteria and weights: Bidders' relevant experience and track record (30 points) - scored by number of referral letters (1 to 5 letters = 1 to 5); Project Manager's capacity to deliver (10 points) - scored based on years of experience with a minimum degree/diploma in Culinary/Hospitality (0-1 year = 1, 2-3 = 2, 4-5 = 3, 6-7 = 4, 8+ = 5); Assessor/s (10 points) - scored based on number of assessors (1-5 = 1-5) with Occupational Chef qualification and NAMB assessor accreditation; Moderator/s (10 points) - scored based on number of NAMB-accredited moderators (1-5 = 1-5); Methodology and approach (40 points) - assessed on a 1-5 scale for quality of project plan, organogram, timelines, and payment milestones. (3) Price and specific goals - 80/20 preference point system: 80 points for price, 20 for specific goals. Specific goals: women ownership up to 6 points, black ownership up to 12 points, SMME (EME or QSE) 2 points. Bidders must submit required proof (Annexures B, C, D) to claim these points. Deadlock: highest score on specific goals wins; if still tied, award by drawing of lots.

Scope: Implement Artisan Recognition of Prior Learning (ARPL) for a Chef Occupational Qualification NQF Level 5 for 50 participants (25 in KZN, 25 in Western Cape). Deliverables: submit detailed proposal; develop recruitment/qualifying criteria with the department; develop training plan including contact classes, assessments, assignments, and examinations for full-time employees; adhere to QCTO, NAMB, and CATHSSETA processes; deliver programme within 6 months; confer recognised qualification and facilitate graduation; submit quarterly progress and final close-out reports. Project management: three PMT meetings (inception, interim, closeout). Service provider bears all logistical arrangements for its team. Deliverables include: project plan with timeframes; recruit and select 25 participants per province; explain ARPL process (induction); assess prior learning; submit documents to CATHSSETA for learner registration; submit to QCTO for EISA visit and approval; submit results to NAMB for trade test approval; identify gap closure (not more than 15%) with reassessment; submit quarterly reports; facilitate certificate issuing; host graduation ceremony.

Methodology and approach (40 points) will be evaluated on a 1-5 scale. Bidders must attach a comprehensive project plan outlining how the project will be delivered, including both theoretical and practical phases. The plan must include an organogram with clear roles for the project team, timelines, and payment milestones linked to deliverables. Ratings: 1 = significant reservations, 2 = minor additional benefits, 3 = satisfies requirement, 4 = minor additional benefits, 5 = exceeds requirement.

Bidders must demonstrate relevant experience and track record (30 points) - scored based on number of signed and dated referral letters on letterhead from similar services within last five years: 1 letter = 1, 2 = 2, 3 = 3, 4 = 4, 5 = 5. Project Manager must have a minimum degree/diploma in Culinary and/or Hospitality with contactable references, and practical experience in managing ARPL projects (10 points) - scored based on years of experience with qualification: 0-1 = 1, 2-3 = 2, 4-5 = 3, 6-7 = 4, 8+ = 5. Assessors must be subject matter experts with an Occupational Qualification Chef certificate and NAMB assessor accreditation (10 points) - scored based on number of assessors: 1 = 1, 2 = 2, 3 = 3, 4 = 4, 5 = 5. Moderators must be accredited by NAMB as moderators (10 points) - scored based on number of moderators: 1 = 1, 2 = 2, 3 = 3, 4 = 4, 5 = 5.

The project management team, consisting of key stakeholders, will provide overall quality assurance and ensure the programme is implemented efficiently and effectively. The service provider must ensure all assessment and moderation practices are adhered to as per regulations. The methodology and approach will be evaluated on quality of project plan, organogram, timelines, and payment milestones.

Bidders must submit a financial proposal as Annexure H - a detailed budget breakdown inclusive of VAT. The 80/20 preference point system applies: 80 points for price, 20 for specific goals. Price points calculated using formula Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals: women ownership up to 6 points, black ownership up to 12 points, SMME 2 points.

Bidders must make provision for all necessary travel and logistical requirements in their proposal. Costs to be covered: stakeholder engagement (venues, catering), induction workshops/sessions, graduation ceremony, study materials including food ingredients, venues and catering for physical classes, ARPL gap closure sessions (theoretical and practical), trade test gap closure sessions, and reassessment of learners. Financial proposal (Annexure H) must be a detailed budget breakdown inclusive of VAT.

Mandatory pre-qualification criteria: (1) Valid proof of accreditation by QCTO as an assessment/trade test centre in the provinces bidding for (KZN and WC); (2) Valid Compensation for Occupational Injuries and Disease certificate (COIDA); (3) Completed and signed Annexure I specifying the province bidding for. Tax compliance: submit SARS Tax Compliance Status PIN or a printed TCS certificate, or CSD number. For consortia/joint ventures, each party must submit a separate TCS PIN/CSD number. Bidders must be registered on the Central Supplier Database (CSD) - a full CSD report (not summarized) must be submitted. B-BBEE: submit valid B-BBEE certificate or sworn affidavit (EME/QSE) to claim specific goals points. For joint ventures, a consolidated B-BBEE certificate from an accredited agency is required; joint venture affidavits are not accepted. Other: no bids from persons in the service of the state or companies with such directors. POPIA and confidentiality disclaimers apply.

B-BBEE requirements: To claim specific goals points, bidders must submit valid proof as follows: Women ownership (up to 6 points) - submit Annexure B with proof of registration, certified ID copies, and CSD full report. Black ownership (up to 12 points) - submit Annexure C with proof of registration, certified ID copies, and CSD full report. SMME (EME or QSE, up to 2 points) - submit Annexure D with valid B-BBEE sworn affidavit (valid 12 months) accompanied by CIPC registration and share certificate. For joint ventures, a consolidated B-BBEE certificate from an accredited verification agency is required - joint venture affidavits are not accepted. A valid B-BBEE certificate (Annexure G) is required for all bidders.

The terms of the bid will be incorporated into the contract by reference. The department relies on the bidder's bid as a material representation; misrepresentations give rise to service termination and a claim against the bidder. In case of conflict between the bidder's proposal and the contract, the contract prevails. POPIA disclaimer: personal information shared will be treated confidentially and processed in compliance with POPIA. The department may place personal information in the public domain due to the nature of its work. Exemption from liability: the department accepts no liability for any loss or damage arising from information made available.

Misrepresentation during the lifecycle of the contract may lead to service termination and a claim by the department. The department reserves the right to negotiate with bidders prior or post award, and reserves the right not to award. Bidders bear all preparation costs. Fronting, collusion, fraud, and corruption will result in disqualification. Bid validity: 120 days from closing date.

Service provider must submit a detailed proposal for ARPL for a chef occupational qualification NQF Level 5 for 50 participants (25 in KZN and 25 in WC).
