Evaluation split: 80 points for price, 20 points for specific goals (80/20 system).

Price points: calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin), where Pmin is the lowest acceptable tender price.

Specific goals points (max 20):

• Black Ownership: 51-100% = 10 pts; 30-50% = 6 pts; 5-29% = 4 pts; 0-4% = 0 pts.
• Black Women Ownership: 51-100% = 4 pts; 30-50% = 2 pts; 5-29% = 1 pt; 0-4% = 0 pts.
• Black Youth Ownership: 30-100% = 3 pts; 5-29% = 2 pts; 0-4% = 0 pts.
• Disability: 30-100% = 3 pts; 5-29% = 2 pts; 0-4% = 0 pts.

Proof for specific goals: B-BBEE certificate or affidavit, CSD report, ID documents of owners, municipal account or lease agreement, doctor's certificate or disability database.

• Wahl Hair Dryer – Black 2200W: professional, 2200W motor, ionic technology, 2 speed settings, 3 heat settings, nozzles for concentrated airflow, cold shot technology, removable filter, 3-metre power cord, lint guard. Qty 6.

Pricing format: fixed price on company letterhead, inclusive of VAT and all disbursement costs.

Prices must be quoted in South African Rand (ZAR) and remain firm for 90 to 120 days from closing date.

VAT: registered vendors must add 15% VAT on subtotal; non-VAT vendors must indicate 'N/A' in VAT row.

Pricing schedule: complete all blank pricing columns (Unit Price Excl. VAT and Total Price Excl. VAT) for each item in Package 1.

Mandatory:

• CSD registration (MAAA) with confirmation of tax compliance status; SARS PIN if non-compliant.
• Tax Compliance Status (TCS) PIN from SARS (or CSD number if no PIN).
• B-BBEE certificate or sworn affidavit (for EMEs and QSEs) to qualify for preference points.
• No bids from persons in the service of the state, or companies/close corporations with directors/members in state service.
• Joint ventures/consortia/sub-contractors: each party must submit separate TCS certificate/PIN/CSD number.

Proof for claiming preference points: B-BBEE certificate or affidavit, CSD report, ID documents of owners, municipal account or lease agreement, doctor's certificate or disability database from relevant institutions.

The successful bidder will be required to sign a written contract form (SBD 7). The bid is subject to the Preferential Procurement Policy Framework Act, 2000, the Preferential Procurement Regulations, 2017, and the General Conditions of Contract (GCC).

Mandatory requirements: signed and completed SBD 1, 4 and 6.1; evidence of CSD registration (MAAA) with tax compliance status (SARS PIN if non-compliant). Failure to provide any mandatory information results in the submission being deemed non-responsive.

Evaluation uses an 80/20 price/specific goals allocation – 80 points for price, 20 points for specific goals.
