Failure to submit fully completed documents may result in disqualification. The Employer may request further information; failure to respond within 7 calendar days disqualifies the tender.

Evaluation will consider functionality and risk as set out in the Tender Data, using the exposition submitted. The applicable preference point system is the 80/20 system (for requirements up to R50 million). Points are awarded for price (maximum 80) and specific goals (maximum 20). Bidders must claim specific goals points by completing PA-16 and providing supporting documentation; failure to do so means no points for specific goals.

The department requires a Professional Construction Health and Safety Agent (Pr. CHSA) for the Ottoshoop Police Station Dolomite Risk Management Strategy (DRMS): Upgrade and Replacement of Civil Engineering and Dry Services.

The service is in terms of Section 4(4) and 4(5) of the Construction Regulations 2014 under the Occupational Health and Safety Act (Act 85 of 1993).

Duties include monitoring contractor compliance with the OHSA and all built environment related acts.

The site must be visited as often as the works require, and the service provider must be available at 24 hours' notice to visit the site.

Pricing: time-based fees. Tenderers must tender an hourly rate for the work in the Activity Schedule (C2.2.2).

The amount tendered in the Form of Offer and Acceptance is for tender purposes only; actual payment is based on the hourly rate multiplied by actual hours spent, plus VAT.

Rates will be adjusted annually for inflation for the full duration of the contract.

Reimbursable expenses: typing, printing, duplicating, and forwarding charges are paid at rates in the 'Rates for Reimbursable Expenses' document.

Travelling and subsistence: paid according to government tariffs, with conditions (e.g., most economical transport, prior approval for certain travel).

Fee accounts must be signed by a principal and submitted in original format; copies or electronic versions will not be paid.

Time sheets must accompany each fee account.

Interim accounts only during construction stage, not more frequently than quarterly.

The Employer may set off any amounts owing to it against payments.

Registration with the South African Council for Projects and Construction Management Profession (SACPCMP) as a Professional Construction Health and Safety Agent (Pr. CHSA) for all key persons.

Valid B-BBEE status level verification certificate (original or certified copy).

The tender is subject to the Standard Conditions of Tender (CIDB) and the Standard Professional Services Contract (CIDB, July 2009 edition).

Bidders must not be listed on the Register for Tender Defaulters or the List of Restricted Suppliers.
