Submission method: Tenders must be submitted on the official tender documentation only. Sealing, addressing, delivery, opening and assessment requirements are set out in the Tender Data.

Returnable documents (all must be fully completed in black ink and signed where required):

• SBD 1 (Invitation to Bid): bidder and contact details, signed as the offer cover page.
• SBD 4 (Declaration of Interest): discloses whether any director or shareholder is employed by the state or connected to anyone at the procuring institution.
• SBD 6.1 (Preference Points Claim): claims B-BBEE points under the PPPFA 80/20 system.
• Form of Offer: completed in full.
• Bill of Quantities: completed in full, pricing each line item.
• Proof of CSD registration.
• Valid tax clearance with Tax Compliance Pin certificate (TCC).
• Proof of active CIDB registration – Grade 6GB or higher.

Disqualification risks:

• Use of correction fluid is prohibited; corrections must be initialled by the person authorised to sign the tender document.

Evaluation is in two stages.

Stage 1 – Functionality (minimum qualifying threshold 70/100):

• Proof of experience in building projects (building works): 35 points
• Signed and stamped client reference: 10 points
• Qualified professional staff in the building engineering field (CVs and qualifications): 15 points
• Proof of plant ownership and/or plant lease agreement/hire arrangements: 10 points
• Financial viability: 30 points
• Total: 100 points

Only bidders scoring at least 70% (70 points) proceed to Stage 2.

Stage 2 – 80/20 Preferential Point System (Treasury Regulations 2022):

• Price: 80 points
• Specific goals: 20 points

Specific goal points (bidders must evidence belonging to the targeted group):

• 100% Women: 6 points
• 100% Youth: 6 points
• 100% People with Disabilities: 4 points
• 100% Black People: 4 points

Additional risk assessment: The IDT Quantity Surveyor may conduct a risk assessment on bidders who pass the functionality threshold. If a bidder is deemed too risky to complete the project, they will be eliminated and not considered for the 80/20 pricing evaluation.

Scope: Implementation of the eradication of pit latrines at three schools in the uThukela District, KwaZulu-Natal:

• ThembaliHle Combined School
• Vukasekusile Secondary School
• Tholithemba High School

Work includes building works as per the Bills of Quantities and drawings. Bidders must price each line item of the Bills of Quantities.

Functionality points are awarded for: proof of experience in building projects (35 points), signed and stamped client reference (10 points), qualified professional staff in the building engineering field with CVs and qualifications (15 points), proof of plant ownership or lease/hire arrangements (10 points), and financial viability (30 points). Minimum qualifying threshold is 70 points.

Public Liability Insurance: Valid and active cover of R5 million or above is mandatory.

Financial viability is a functionality criterion (30 points).

Pricing: Bidders must price each line item of the Bills of Quantities (BOQ).

Mandatory eligibility requirements (failure results in disqualification):

• Central Supplier Database (CSD) registration – proof required.
• Valid tax clearance with Tax Compliance Pin certificate (TCC).
• Active CIDB registration – Grade 6GB or higher.
• Valid Letter of Good Standing (COIDA certificate) from DOL/RMA/FEM.
• Valid and active Public Liability Insurance cover of R5 million or above.
• No director listed on the Register of Defaulters.
• No director in the employment of the State.
• Joint Venture parties must submit a consolidated CSD report and a signed Joint Venture Agreement with percentage apportionment.

B-BBEE: Specific goal points are allocated for 100% Women (6), 100% Youth (6), 100% People with Disabilities (4), 100% Black People (4). Bidders must evidence belonging to the targeted group to claim these points.

Specific goal points under the 80/20 system: 100% Women (6 points), 100% Youth (6 points), 100% People with Disabilities (4 points), 100% Black People (4 points). Bidders must provide evidence of belonging to the targeted group to claim these points.

Joint Venture Agreement: where applicable, a signed agreement between all parties, including the percentage apportionment of the JV, must be submitted. Public Liability Insurance cover of R5 million or above must be valid and active.

Eligibility requirements: proof of CSD registration; completion of SBD 1, 4, 6.1 in full; valid tax clearance with TCC; active CIDB registration Grade 6GB or higher; valid COIDA Letter of Good Standing; completion of Form of Offer and Bill of Quantities in full; signed Joint Venture Agreement (where applicable); valid Public Liability Insurance of R5 million or above; attendance at the compulsory site briefing with screenshot of MS Teams meeting. All parts of the tender document must be completed in black ink and signed where required. Correction fluid is prohibited; corrections must be initialled. Failure to meet any requirement leads to immediate disqualification.
