Submission method: Tenders must be submitted on the official tender documentation issued by IDT. Bid documents, Bills of Quantities and Drawings will be available from Monday 28 September 2026 on the IDT website: www.idt.org.za/business-opportunites/current tenders. Tenders may only be submitted on the tender documentation issued. Late tenders will not be accepted. All parts of the tender document must be completed in black ink and signed where required. Use of correction fluid is prohibited; any corrections must be initialled by the authorised signatory.

Returnable documents (all must be submitted, failure results in immediate disqualification):

• Proof of Central Supplier Database (CSD) registration.
• SBD 1 (Invitation to Bid): bidder and contact details, signed as the offer cover page.
• SBD 4 (Declaration of Interest): discloses whether any director or shareholder is employed by the state or connected to the procuring institution.
• SBD 6.1 (Preference Points Claim): claims B-BBEE points under the PPPFA 80/20 system.

Evaluation is in two stages. Stage 1: Functionality (100 points, minimum qualifying threshold 70% i.e. 70 points). Only bidders scoring at least 70% proceed to Stage 2. Stage 2: 80/20 preferential point system (price/specific goals) per Treasury Regulations 2022, where 80 points are allocated for price and 20 points for specific goals.

Stage 1 functionality criteria:

• Proof of experience in building projects (i.e. building works): 35 points
• Signed and stamped client reference: 10 points
• Qualified professional staff in the building engineering field (i.e. CVs and Qualifications): 15 points
• Proof of plant ownership and/or plant lease agreement/hire arrangements: 10 points
• Financial viability: 30 points
• Total: 100 points

Stage 2 specific goals points (must evidence belonging to the targeted group to claim):

• 100% Women: 6 points
• 100% Youth: 6 points
• 100% People with Disabilities: 4 points
• 100% Black People: 4 points
• Total: 20 points

The IDT Quantity Surveyor (QS) may conduct a risk assessment on bidders who achieve the 70% functionality threshold before applying the 80/20 pricing criteria. Bidders deemed too risky based on the QS risk assessment report will be eliminated and not considered for 80/20 pricing evaluation.

The Independent Development Trust (IDT) KwaZulu-Natal invites tenders for the implementation of the eradication of pit latrines at Fundukhaliphe High School, Mandlezulu Primary School and Bhekumthetho Primary School in Zululand District, KwaZulu-Natal Province. The scope includes the construction of buildings (pit latrine eradication). Bidders must price each line item of the Bills of Quantities (BOQ).

Functionality evaluation includes: proof of experience in building projects (35 points), signed and stamped client reference (10 points), qualified professional staff in the building engineering field with CVs and qualifications (15 points), proof of plant ownership/lease/hire arrangements (10 points), and financial viability (30 points). Minimum qualifying threshold is 70% (70 points).

Bidders must hold valid and active Public Liability Insurance Cover of R5 million or above. Financial viability is evaluated as part of functionality (30 points). The IDT Quantity Surveyor may conduct a risk assessment on qualifying bidders; bidders deemed too risky may be eliminated.
