Atns seeks a suitably qualified and experienced service provider to deliver end-to-end psychometric assessment services for recruitment and employee development on an as-and-when-required basis for six months. The scope covers assessment design, administration (virtual and face-to-face), reporting, and feedback across executive to bursar levels. Bidders must have hpcsa-registered practitioners and access to specified assessment tools; the contract is awarded on an 80/20 price/preference points system.

Mandatory: Submit valid HPCSA registration certificates for proposed practitioners (Psychometrist Independent Practice and/or Industrial Psychologist), valid as at closing date.
Mandatory: Provide proof of access to and proficiency in at least 4 of the 6 specified assessment tool categories (CPP, EQ-i 2.0, OPQ32, WRISc/Giotto/IP200, LPCAT/COPAS, ability assessments) – scoring: 6 tools = 50 points, 4–5 = 40, 0–3 = 0.
Functionality threshold: Must score at least 70 out of 100 across the two functionality criteria (practitioner experience and tool access) to proceed to price evaluation.
Pricing: Complete SBD 3.3 Pricing Schedule (Professional Services) in full – rates per candidate for each assessment battery; all rates firm for contract duration; incomplete pricing may be declared non-responsive.
Preference points: Claim 20 points via SBD 6.1 – 10 points for 51% Black-owned and 10 points for 30% Black woman-owned; provide CSD report, CIPC documents, shareholder certificates, ID copies, and valid B-BBEE certificate or sworn affidavit.
Compliance: Must be registered on the Central Supplier Database (CSD) and submit SARS Tax Compliance Status PIN or printed TCS; each JV/consortium member must submit separate proof.
Submission structure: Submit in three parcels (A: Admin & Mandatory, B: Functionality, C: Price & Specific Goals) as single PDFs under the correct e-Submission tabs.
