The public service sector education and training authority requires a service provider to design and deliver basic collective bargaining skills training for the members of its collective bargaining committee (cbc), the forum in which pseta as employer negotiates with recognised trade union representatives. The work covers programme design, interactive facilitation using case studies and role plays, participant materials and reference guides, assessment of learning outcomes, and a post-training report with recommendations, delivered over three to five days from the date of appointment. Bidders must show at least five years' experience in labour law, industrial relations and collective bargaining, a track record of labour relations training or advisory work, and registration with a professional body such as the legal practice council. Pricing must be all-inclusive of professional fees, venue hire, travel, disbursements and VAT, and bids are scored on the 80/20 system where the 20 specific-goals points are awarded only if the required ownership and b-bbee proof accompanies the bid.

Experience: a minimum of five years in labour law, industrial relations and collective bargaining, a proven track record of labour relations training or advisory services to public or private organisations, and qualified facilitators with legal and industrial relations expertise.
Professional registration: registration with the relevant professional body, such as the Legal Practice Council, is required.
Evaluation: 80/20 system, with 80 points for price and 20 for specific goals (black ownership of 51% to 100% = 8 points, women 51% to 100% = 4, youth 51% to 100% = 5, disability 51% to 100% = 3); bids must first meet the minimum functionality criteria before scoring.
Mandatory returnables: SBD 1, SBD 4 and SBD 6.1 fully completed and signed, every page of the General Conditions of Contract signed or initialled, CSD registration, a valid SARS Tax Compliance Status PIN or proof of exemption, a certified B-BBEE certificate or sworn affidavit, the CIPC registration document, certified directors' identity documents and a certified doctor's certification showing a medical practice number. Any omission disqualifies the bid.
Pricing: a cost analysis covering the full project, all-inclusive of professional fees, venue hire, travel expenses, disbursements and VAT; PSETA may request a breakdown of rates and reserves the right to negotiate the price.
Disqualification: bids from persons in the service of the state, or from companies or close corporations whose directors or members are in the service of the state, will not be considered; consortia, joint ventures and subcontractors must each submit a separate tax compliance PIN or certificate and CSD number.
