Supply and delivery of 15 lines of cleaning materials — including pine gel, thick bleach, domestos, black dip, toilet brush sets, air freshener, 2-ply toilet rolls, white wax, drain cleaner, mops, brooms, dust cloths, aerosol polish and two types of gloves — to naledi local municipality in the north west. Pricing is on firm, vat-inclusive rates on mbd 3.1 With all delivery costs carried in the price, and the offer must stay valid for 60 days from the closing date. Evaluation follows the 80/20 preference system: 80 points for price and 20 for specific goals, where b-bbee level, black ownership, naledi local municipality residency, women, disability and youth claims are each worth up to 4 points. The decisive gate is registration on the national treasury central supplier database with a full csd report not older than 14 days before closing, without which a bid is not evaluated at all.
Closing and submission: sealed envelope marked with quotation number SCMNLM2027-062519 and the description, deposited in the bid box at 19A Market Street, Vryburg 8601, by Friday 06 November 2026 at 12h00. Email, fax and telegram bids are not accepted, late bids are not admitted, and the bid box is open Monday to Friday 07h30 to 16h15.
CSD registration: bidders must be registered and accredited on the National Treasury Central Supplier Database and submit a full CSD report not older than 14 days before the closing date; bids without it are not evaluated.
Tax compliance: an original, valid tax clearance certificate plus a tax compliance status pin (valid one year from approval) must accompany the bid — certified copies are rejected — and each consortium, joint venture or sub-contractor party must submit its own.
Pricing: firm prices only, VAT and all applicable taxes inclusive, with all delivery costs in the quoted price; non-firm prices and exchange-rate-variable prices are not considered. Itemised quantities are priced on MBD 3.1 and the total is carried to the front cover.
Preference points (80/20): price 80 points, specific goals 20 points. B-BBEE Level 1 earns 4 points, Level 2 earns 3, Level 3 earns 1 and Level 4 or below earns 0; Black ownership, residence in Naledi Local Municipality (rates and taxes statement not older than three months or a tribal letter), women, people with disabilities and youth aged 18 to 35 each earn 4 points. Missing proof means those points are forfeited.
Returnable documents: MBD 1, MBD 2, MBD 3.1, MBD 4, MBD 5, MBD 6.1, MBD 6.2, MBD 7.1, MBD 8, MBD 9, the Quotation Declaration, the board or joint venture resolution, the signed previous work experience schedule covering the last five years, certified CC/company and VAT registration certificates, a certified identity document for a sole proprietorship, the quotation document receipt, a B-BBEE certificate or EME sworn affidavit, and a covering letter. Unsigned or incomplete forms and schedules disqualify a bid.
Eligibility and local content: no bid is accepted from a person in the service of the state, and any kinship or relationship with state officials involved in evaluating or adjudicating the bid must be disclosed. MBD 6.2 must be signed by the Chief Financial Officer or another legally responsible person nominated in writing, with local content calculated per SABS SATS 1286 using the SARB exchange rate published at 12:00 seven calendar days before closing; no minimum local content threshold is set for this bid.
