Evaluation occurs in 3 stages: (1) Mandatory Requirements: Non-compliance with any of the following results in disqualification: COIDA registration (valid certificate), public liability insurance (proof ≤2 years old), valid Waste Disposal Certificate (National Environmental Management Waste Act), compliance with Occupational Health and Safety Act (hazardous substances regulations). (2) Functionality Evaluation: Minimum 60/100 points required to proceed. Criteria: Successful work in hygiene services (30 points, based on 1-5 verifiable references with full contact details), detailed project plan addressing all items in Section 4.2 (50 points), company profile in hygiene services (20 points, based on years of experience: >6 years=20, >5-6=16, 3-5=12, 2=8, <2=4, none=0). (3) Price and Specific Goals: 80/20 principle per PPPFA 2022. 80 points for price (lowest acceptable tender used as baseline), 20 points for specific goals (ownership). Total: 100 points. Failure to submit proof for specific goals = 0 points for that section. CCMA reserves the right to verify all claims.

Scope: Provision of hygiene services for CCMA Tshwane Office (345 Pretorius Street, Pretoria CBD; address may change within Pretoria CBD). Building size: 2727.6m². Duration: 60 months (01 Jan 2027–31 Dec 2031). Services include supply, installation, maintenance, and monthly rental of hygiene equipment and consumables. Layout: Ground to 3rd floor, with female/male/disability toilet facilities per floor (specific quantities detailed). Equipment (once-off installation): Stainless steel toilet paper holders (18), foam soap dispensers (8), hand lotion dispensers (8), auto air fresheners (8), She Bin Elite (10), seat wipe dispensers (18), sanitary pack dispensers (10), paper towel dispensers (8), wall-mounted bins (8), auto flush dispensers (18), bathroom seat sprays (18). Consumables (recurring): Air fresheners (twice monthly), bathroom paper (20 bales/month), foam soap refills (18/month), she bags/packets (15/month), hand lotion (bi-monthly), disinfection cleaner (5/month), seat sanitiser (25/month), urinal/bowl deep clean (6/23 weekly/monthly), toilet brushes (bi-annually), bleach (5/month), paper towels (45/week), dishwasher liquid (4/month). Service includes: Installation, rentals, maintenance (batteries/fragrance), regular on-site inspections, quarterly meetings, and training for consumable replacement. SLA required post-award. Pricing must cover all costs (direct, overheads, profit) and remain firm for the contract duration.

Pricing must be firm for the 60-month contract period (no adjustments allowed). Submit detailed pricing schedule (Annexure 2A) in ink (preferably black), including: (1) Once-off installation costs (VAT exclusive) for all equipment, (2) Monthly rental rates (VAT exclusive) for equipment, (3) Consumable costs (VAT inclusive), broken down per item (e.g., air fresheners, soap refills, cleaning agents). Transparency required: Separate costs for supply/installation, rental, maintenance, consumables, technical support, and licenses (if applicable). Grand totals must include VAT. Payment terms: No price changes during contract. Bid validity: 120 days from closing date. Pricing must cover all obligations under the contract, including statutory fees.
