• Submit the original bid in a sealed envelope clearly marked “ORIGINAL BID FOR WTE-2546ES: REPAIR OF ELECTRICAL PLANT AT GOEDERTROUW DAM”.
• Envelope must be delivered to the Supply Chain Management Office or deposited in the bid box at the entrance of Water and Sanitation, R103 Prospect Road, Howick (postal address: Private Bag X24, 3290 Howick) no later than 11:00 am on 24 February 2026.
• Late submissions will be rejected.
• Required returnable documents (to be completed and signed): SBD 1 Invitation to Bid, SBD 3.1 Pricing Schedule (firm prices), SBD 4 Declaration of Interest, SBD 6.1 Preference Points Claim Form, plus the Bill of Quantities (fully completed and signed) and the completed SBD 3.1 pricing schedule.
• Attach a covering letter, company registration (CIPC) certificate, valid Tax Clearance Certificate (SARS), CSD registration number, valid CIDB certificate (minimum grading 2 EP/2 EB), B‑BBEE verification certificate or sworn affidavit, and a letter of authority confirming the signatory’s authority.
• Attendance at the compulsory site briefing on 12 February 2026 at 10:00 am (Goedertrou Dam main security gate) is mandatory; provide the signed attendance register.
• Bids must be signed by an authorised person; for companies a board resolution (certified by the chairman) must be enclosed.
• Joint‑venture bids must include a certified copy of the joint‑venture agreement and a separate authority letter for each partner.
• No bids by telegram, telex, fax, email or other electronic means will be accepted.
• All pages of the bid must be initialed; documents must not be detached or altered.
• Quotations are valid for 120 days from the closing date.

• Evaluation follows the Preferential Procurement Regulations 2022 using an 80/20 point system (80 points for price, 20 points for specific goals).
• Four evaluation phases:

1. Mandatory Requirements – missing any listed document (CIDB certificate, completed BOQ, site‑briefing attendance, completed SBD 3.1) results in disqualification.

2. Functionality Requirements – compliance with technical specifications, team capability (organogram, CV of Project Manager/Site Agent), construction programme, past relevant work (3 award letters & completion certificates), and a detailed project execution plan.

3. Administrative Compliance – CSD registration, SARS tax clearance, CIPC registration, B‑BBEE certificate/affidavit, authorised signatory letter, and completion of SBD 1, 4, 6.1.

4. Price & Specific Goals – price scored using Ps = 80 × (1 – (Pt‑Pmin)/Pmin); specific goals (women, disability, youth, provincial location, QSE/EME status) each allocated up to 5 points (total 20). Proof of ownership percentages must be supplied via CSD report or B‑BBEE certificate.

• The lowest acceptable bid receives the full 80 price points; all other bids are scored proportionally.
• Preference points are awarded only when supporting documentation is provided; otherwise the 20 specific‑goal points are forfeited.

Scope: Repair of the electrical plant at Goedertrouw Dam (Eastern Operations). Includes:

• Site establishment, mobilisation/demobilisation, OHS documentation, as‑built drawings and handover manuals.
• De‑commissioning and safe disposal of two mini‑substations.
• Design, supply, installation and commissioning of LV systems:

– 400 kVA transformer to main DB (outlet works).

– 100 kVA transformer to houses & offices.

– Underground 4‑core Cu‑PVC cable installation, trenching, sand bedding, warning tape, back‑filling to SANS 10198 standards.

– Earthing & bonding per SANS 10142‑1.

– Testing, commissioning and FAT/SAT for LV kiosk enclosure (IP55‑rated) with internal panel.

Deliverables: Completed Bill of Quantities, detailed construction programme with milestones, project execution plan, organogram, CVs of Project Manager/Site Agent (≥2 years experience), three award letters & completion certificates with references, OHS risk assessment, Quality Control Plan, as‑built drawings, operation manuals, COCs, and final handover documentation.

• Prices must be firm (no price escalation, no exchange‑rate variations) and inclusive of all taxes (VAT 15 %).
• Use the SBD 3.1 pricing schedule; separate schedules required for each delivery point if applicable.
• Price validity: 120 days from the closing date.
• Payment will be made by Electronic Fund Transfer (EFT) on a phased basis as determined by the evaluation committee.
• No performance bond, guarantee or security deposit is explicitly required in the document.
• All delivery costs must be included in the bid price; delivery basis and period must be stated.

• CIDB certificate – minimum grading 2 EP/2 EB.
• Registration on the Central Supplier Database (CSD) – provide CSD number/report.
