Umzinyathi district municipality requires the lease of 25 water tankers for a three-year period, on a full maintenance lease, finance lease or managed maintenance basis. Evaluation runs in two stages: functionality, where a minimum of 70 out of 100 points is needed to progress, followed by the 80/20 or 90/10 preference point system set out in the council's supply chain management policy. The heaviest functionality weighting falls on the size of the bidder's managed fleet, a public-sector leasing track record and a r100 million bank guarantee, so bidders without an established fleet and that guarantee are unlikely to reach stage two. Sealed bids must be placed in the tender box in dundee by 26 november 2026 at 12:00, and late, posted, faxed or emailed bids are rejected.
Closing and submission: 26 November 2026 at 12:00, hand-delivered or couriered into the official tender box at the reception area, Princess Magogo Building, 39 Victoria Street, Dundee 3000. The sealed envelope must be marked T2027-11 and the tender title. Late bids, and bids by post, fax or email, are rejected; courier items must be placed in the box and not handed to any municipal employee.
Functionality threshold: bidders must score at least 70 of 100 points on functionality to be considered further; those below 70 are eliminated before preference points are applied.
R100 million guarantee: a bank guarantee or guarantee of R100 million from an institution accredited by the FSB/FSCA or the Reserve Bank is required and carries 20 functionality points.
Public-sector leasing track record: letters of award or appointment for at least ten leasing contracts (finance lease and/or full maintenance lease) concluded between 01 January 2022 and the submission date, worth 20 points.
Fleet and experience evidence: reference letters not older than two years stating the number of vehicles managed and the service provided (20 points), appointment letters showing the number of years the company has performed fleet management services (20 points), and management experience (10 points).
Compliance certificates: ICASA certificate, RMI accreditation, COIDA certificate and Information Regulatory Certificate, together worth 10 points.
Bid validity and enquiries: bids must remain valid for 120 days from the closing date; no compulsory briefing or site visit is required. Technical enquiries to Mr S Mawela on 034 219 1500 or [email protected], and supply chain management enquiries to Mr Kwanda Ngubane on 034 219 1500 or [email protected], during office hours.
