Supply and delivery of specialised research and monitoring PPE for isimangaliso wetland park (re-advertisement)

Mandatory documents: Central Supplier Database (CSD) full report, valid SARS Tax Pin, completed service fee/quotation, and pro forma Service Provider Agreement with all blank sections completed, initialled, and signed. All SBD forms must be completed in black ink (not typed), and the Authority to Sign RFQ must be included where applicable.

Functionality evaluation: Bidders must score at least 75 out of 100 points to proceed to price and specific goals evaluation. Company experience (appointment letters/purchase orders + GRNs) is worth 40 points, key personnel experience (4+ years = 40 points, 3+ = 30, 2+ = 20, 1+ = 10) is worth 40 points, and a clear company profile is worth 20 points.

Specific goals (80/20 system): 4 points each for at least 51% woman ownership, at least 51% youth ownership, local service provider (uMkhanyakude District or uMfolozi Local Municipalities), black ownership more than 51%, and at least 51% ownership by people living with disabilities. Proof must be submitted (e.g., CSD full report, company registration certificate, director's ID copy, proof of residence, or medical certificate).

Disqualification risks: Bids will be disqualified if the bidder is listed on the National Treasury restricted suppliers' database, is an employee of the state, has colluded, has failed to complete the GCC contract or environmental record, has not attached a certified copy of the Project Technician's Diploma in Graphic Design or similar, or if the service fee bid is ambiguous or conditional.

All certifications must not be older than 6 months. The quotation validity period is 90 days after submission. Payments are made within 30 days of Finance receiving the invoice; no upfront payments will be made.
