Returnable documents — all must be completed, signed and submitted with the quotation:

• Formal quotation on official company letterhead, including VAT per item, CSD (MAAA) number, and banking details.

Completed and signed SBD documents (SBD 4 and SBD 6.1), formal quotation, and CSD report.

Evaluation split: 80/20 preference point system (80 points for price, 20 points for specific goals).

Price points: calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the tender price and Pmin is the lowest acceptable tender.

Specific goals (max 20 points):

• 20 points if bidder has more than 50% ownership by Black people, women, or people with disabilities.
• 0 points if 50% or below.
• Trusts, consortia, or joint ventures qualify if average combined ownership exceeds 50%.

To claim specific goals points, submit SBD 6.1, and if claiming disability, a medical certificate; if claiming Black or women ownership, a B-BBEE certificate or sworn affidavit and CIPC ownership certificate. Failure to submit proof means points are not claimed.

Evaluation also checks compliance with returnable documents, tax matters, and CSD registration.

The Department of Forestry, Fisheries and the Environment requires SAMTRAC training for three officials.

Item 1: Introduction to SAMTRAC for two officials (Cape Town)

• Duration: 5 days, face-to-face.
• Unit standard: Essential Occupational Health and Safety (OHS) Compliance Ensurer (ID SP250604), NQF level 2.
• CPD points: 5.
• Venue and catering (breakfast, lunch with 1 soft drink) must be included in the cost.

Item 2: SAMTRAC for three officials (1 in Pretoria, 2 in Cape Town)

• Duration: 10 working days, face-to-face.
• Unit standard: Intermediate Occupational Health and Safety (OHS) Compliance Ensurer (ID SP250605), NQF level 5.
• CPD points: 5.
• Venue and catering (breakfast, lunch with 1 soft drink) must be included in the cost.

Both courses: delegates must undergo assessment to receive a certificate of competence. The bidder must hold valid accreditation with QCTO and SAIOSH.

Training must be face-to-face. Introduction to SAMTRAC: 5 days, for 2 officials in Cape Town. SAMTRAC: 10 working days, for 3 officials (1 Pretoria, 2 Cape Town). Venue and catering included. Assessment and certification required.

Bidder must submit valid proof of accreditation certificate or letter with QCTO and SAIOSH. No specific years of experience required.

Training must be face-to-face. For Introduction to SAMTRAC: 5 days, includes venue and catering. For SAMTRAC: 10 working days, includes venue and catering. Assessment and certification required for competence. Bidder must hold QCTO and SAIOSH accreditation.

Quotation on official letterhead with item descriptions, validity, banking details, contact details, and CSD MAAA number. Include VAT per item and all applicable taxes. Prices firm for 90 days.
