Kouga local municipality requires the supply, delivery, offloading and installation of a 38 kva (also specified as 38/40 kva) three-phase diesel generator that complies with SANS 10142-1, SANS 8528, nrs 097-2 and occupational health and safety act standards, supported by a certificate of compliance. The RFQ is open to bidders holding CIDB grading 1EB/1EP or higher who are registered on the national treasury central supplier database and on kouga municipality's supplier database. Quotations close at 12:00 on monday, 2 november 2026 in the tender box at room 122, 16 woltemade street (front), jeffreys bay, and are scored on the 80/20 system with 80 points for price and 20 for specific goals. The single biggest risk is that a bid lacking either the original hard copy or the electronic copy on USB or CD is declared non-responsive.
Closing: Monday, 2 November 2026 at 12:00 in the tender box at Room 122, 16 Woltemade Street (front), Jeffreys Bay. Telegraphic, telephonic, telex, facsimile, email and late bids are rejected, and bids placed in the wrong box or delivered elsewhere are not considered.
Submission format: the original completed tender document in non-erasable ink plus an electronic copy of the completed document and returnables on USB or CD. Omitting either the hard copy or the electronic copy renders the bid non-responsive.
CIDB: minimum grading 1EB/1EP or higher, with proof of registration and good standing attached; joint-venture partners must each provide proof.
Evaluation: 80/20 system — 80 points for price and 20 for specific goals, split between B-BBEE status level (maximum 10 points) and locality (maximum 10 points: 10 for Kouga Local Municipality, 6 for Sarah Baartman District including Nelson Mandela Bay, 4 for elsewhere in the Eastern Cape, 1 outside the Eastern Cape). Points not claimed with proof at submission are forfeited.
Compliance documents: National Treasury CSD registration with the CSD summary report submitted, registration on Kouga Municipality's supplier database, an original valid Tax Clearance Certificate with a SARS Tax Compliance Status PIN, a Municipal Billing Clearance Certificate, and a B-BBEE certificate or sworn affidavit (EMEs/QSEs) — virtual offices are not accepted as proof of locality.
Technical: the unit must meet SANS 10142-1, SANS 8528, NRS 097-2 and Occupational Health and Safety Act standards, and a Certificate of Compliance must be provided; the bidder must list key personnel with qualifications and at least 1 year of experience for foreman, semi-skilled artisan and unskilled labour.
Validity and contract: the offer must remain valid for 90 days from the closing date, and the successful bidder must complete and sign the written contract form (MBD 7).
