Kouga local municipality requires a service provider to supply, implement, operate, support, maintain and enhance an integrated traffic contravention and law enforcement management system, including training, for 36 months across jeffreys bay, humansdorp, st francis bay, hankey, patensie, thornhill and loerie. The web-based solution must cover traffic contravention, camera enforcement, accident, vehicle pound, roadblock and anpr functions, a public self-service portal and enatis integration, and must satisfy numbered mandatory requirements. Bids close on monday 23 november 2026 at 12:00, and attendance at the compulsory virtual clarification session on thursday 5 november 2026 at 10:00 is a precondition. The most consequential considerations are that the bid must arrive as an original hard copy plus an electronic copy on USB, sd card or CD, and that the 20 preference points depend on a valid b-bbee affidavit or certificate together with proof of the bidding entity's kouga-area address.
Compulsory clarification session — Thursday 5 November 2026 at 10:00, held virtually on Microsoft Teams (Meeting ID 366 178 850 632 669 4, passcode 7a2XH3KZ); bidders arriving 10 minutes or more late will not be admitted.
Closing and submission — Monday 23 November 2026 at 12:00 into the tender box at 16 Woltemade Street (front entrance), Jeffreys Bay, Room 122; late, emailed, faxed or telephonic bids are rejected, bids placed in the wrong box or at another venue are not considered, and the bid must comprise one original hard copy plus an electronic copy of the completed tender with all returnable documents on USB flash drive, SD card or CD — omitting either renders the bid non-responsive.
80/20 evaluation — 80 points for price and 20 points for specific goals, split into 10 points for B-BBEE status level and 10 points for locality: 10 points within Kouga Local Municipality, 6 points within Sarah Baartman District or Nelson Mandela Metro, 4 points elsewhere in the Eastern Cape and 1 point outside the Eastern Cape.
Specific-goals evidence — a valid B-BBEE sworn affidavit or verification certificate plus the latest municipal billing clearance certificate, municipal account or rental documentation in the name of the bidding entity; a director-named account requires a supporting affidavit and virtual office addresses are not accepted.
Tax, CSD and registration — a valid SARS Tax Compliance Status PIN (or CSD number where no TCS exists), registration on the Kouga supplier database, the National Treasury CSD summary report, business registration documents (a CM9 or name-change document is not accepted), certified ID copies and audited financial statements for the last three financial years; tax and CSD status are verified on the day of evaluation, non-compliance renders the bid non-responsive, and no bid from a person in the service of the state will be considered.
Mandatory system requirements — the solution must satisfy the numbered mandatory functional and technical requirements covering traffic contravention administration, court administration, warrant administration and eNaTIS integration; failure to comply with any mandatory requirement may result in disqualification.
Contract, pricing and security — 36-month contract with prices fixed for the period and inclusive of VAT and delivery, changes permitted only 12 months after award and annually thereafter on one month's written notice; a performance security is due within 30 days of award and bids remain valid for 90 days.
