The department of forestry, fisheries & environment requires the supply and delivery of standard laptops, each accompanied by a nettrace licence, laptop backpack, laptop lock, keyboard and mouse, delivered to environment house in arcadia, pretoria. Bidders may offer dell, hp or lenovo models that comply fully with the detailed specifications set out in annexures b, c and d, including the correct nettrace. Only bidders who are authorised dealers for the brand they offer and who hold SITA RFB 740 accreditation in gauteng may bid, and both proofs must accompany the quotation or the bid is disqualified. Quotations close on 29 october 2026 at 11:00 and are scored on an 80/20 basis, with the 20 preference points available only to bidders with more than 50% ownership by black people, women or people with disabilities.
Mandatory dealer authorisation — the bidder must be a Manufacturer's Authorised Dealer for the brand offered (Dell, Lenovo or HP) and must submit an OEM certificate for that brand; non-submission leads to disqualification.
SITA RFB 740 accreditation — the bidder must be an accredited supplier under SITA RFB 740 in Gauteng and must submit the SITA letter of accreditation; this is also a mandatory requirement.
Closing and submission — quotations close on 29 October 2026 at 11:00 and must be emailed to [email protected] with the RFQ number in the subject line; late quotations are not accepted. No compulsory briefing session is held.
Returnable pack — a formal quotation on company letterhead showing item descriptions, VAT per item, validity period, banking details, contact details and the CSD MAAA number, plus a completed and signed SBD 4 and SBD 6.1 and a CSD report.
Preference points — 80 points for price and 20 for specific goals; the 20 points are awarded only for more than 50% ownership by Black people, women or people with disabilities, and 0 points for 50% or less. Claims require SBD 6.1, a SANAS/CIPC-accredited B-BBEE certificate or sworn affidavit, a CIPC ownership certificate, and a medical certificate with a practice number for disability claims.
Tax and database standing — a valid SARS Tax Compliance Status PIN or CSD number is required; bidders have 7 working days to correct a non-compliant tax status before disqualification, and listing on National Treasury's restricted suppliers database disqualifies a bidder.
Price and delivery — prices must be firm and inclusive of VAT and all delivery costs, and remain valid for 90 days from the closing date; no goods may be delivered before an official purchase order is issued, and failure to deliver within the agreed period may cancel the order and lead to restriction.
