PRASA requires a service provider to carry out background screening and candidate vetting of prospective employees for its group capital human capital management department, on an as-and-when basis over a 36-month contract period. The work covers criminal record checks (local, africa and international), academic qualification verification including saqa for matric and tertiary, financial credit checks, citizenship/id and driver's licence verification, professional association membership verification and employment history, with online reports due within 2 to 15 business days depending on the check. Bidders must be registered with the national credit bureau and hold saqa accreditation, and must submit a sample verification report plus three contactable reference letters proving completed background verification work. The biggest risk is stage 1a: any missing mandatory document disqualifies the bid outright, and pricing must be submitted only on the supplied bill of quantities.
Closing and submission: bids close on 27 October 2026 at 12:00 and must be hand-delivered to Umjantshi House, 30 Wolmaraans, Braamfontein, Johannesburg, with the submission register signed; late bids are not accepted.
Stage 1A mandatory documents (automatic disqualification if absent): signed submission register, valid SAQA accreditation certificate authorising verification, a sample verification report covering criminal record, academic qualification, SAQA (matric and tertiary), financial credit, citizenship/ID, driver's licence, professional association membership and employment history, three contactable reference letters on client letterhead proving completed background verification work, and a National Credit Bureau registration certificate under the National Credit Act.
Stage 1B documents: valid SARS Tax Compliance Status PIN, all RFQ documentation and declarations completed, and a CSD registration number; PRASA may allow 3 working days to remedy these before disqualifying.
Evaluation: 80/20 preference system — price 80 points and specific goals 20 points, with no technical or functional stage. Specific goals are B-BBEE Level 1 or 2 (4 points), ownership by Black people living in rural areas (4), at least 51% black ownership by persons with disabilities (4), by youth (4) and by women (4), each requiring the stated supporting evidence.
Pricing: quote in South African Rand on a fixed basis including all applicable taxes, strictly on the Section 8 bill of quantities with a cost breakdown and escalation basis; a different format may render the bid non-responsive, and discounts are only considered if unconditional.
Service delivery: the provider must service Johannesburg and meet turnaround times of 2 to 5 business days for local checks, 3 to 9 business days for Africa and international criminal records, 5 to 15 business days for Africa and international academic and employment history checks, and 5 to 15 business days for the final credential verification report.
Other conditions: bid validity is 60 working days from closing; bids from persons in the service of the state, or from companies or close corporations with such directors or members, will not be considered; subcontracting requires PRASA's prior approval and the successful bidder remains liable for performance.
