Supply of 20 psira-compliant protection officers (15 male, 5 female) as council orderlies, plus two-way radios and transport, to maintain safety and order at ordinary, special and continuation council meetings of the city of tshwane on an as-and-when-required basis, including evenings, weekends and public holidays. Deployed officers must be south african citizens with psira registration (grade c minimum, grade b for supervisors), sasseta-aligned crowd control certification, a saps police clearance not older than six months and at least three years' specialised crowd control security experience. Bids close on 29 october 2026 at 10:00 and must be uploaded to the city's e-tender portal, as tender box deposits are not accepted. The biggest hurdle for an sme is proving access to at least r300,000 in funding alongside a valid csd registration, since the quotation is scored on the 80/20 system with NO minimum qualifying score.
Closing and submission — 29 October 2026 at 10:00, uploaded to the City of Tshwane e-tender portal only; tender box deposits are not accepted, late bids are rejected, no compulsory briefing session applies, and bids stay valid for 90 days.
CSD and tax — a valid CSD registration number is compulsory for consideration, and bidders must provide a SARS tax compliance status PIN or CSD number, with tax status compliant before award.
PSIRA and personnel vetting — certified company PSIRA registration certificate; officers at minimum PSIRA Grade C and supervisors at minimum Grade B (Grade A preferred); SASSETA-aligned crowd control management certificate; valid SAPS police clearance not older than 6 months; South African citizenship; at least 3 years' specialised crowd control security experience.
Financial capacity — proof of access to at least R300,000 from an FSCA- or Reserve Bank-accredited institution (bank guarantee, letter of credit, overdraft or letter of financial support), three contactable reference letters for similar contracts on company letterhead, and audited financial statements for the last three years or proof that auditing is not legally required.
Rates and taxes — municipal account statement for the bidding company and for every South African owner, member, director and major shareholder, not older than 3 months and not in arrears by more than 90 days, or a signed lease agreement or local councillor's letter.
Preference points — 80/20 system: 80 points for price and 20 for specific goals, with no minimum qualifying score; B-BBEE Level 1 earns 8 points down to Level 8 at 1 point; EME/QSE status and 51% women-, youth- or disability-ownership earn 2 points each; Tshwane-based bidders earn 4 points, other Gauteng 2 and national 1; unproven claims simply score zero without disqualification.
Pricing schedule and disqualification risks — every line must be priced (20 officers and 2 two-way radios), completed in black pen with no Tippex, and any correction crossed out and initialled; an incomplete schedule, undeclared interest on MBD 4, or blank or unsigned MBD forms disqualifies the bid.
