Submit the completed and signed tender document in a sealed envelope. The envelope must show the tenderer's name and address, tender number 54S/2026/27, description, tender box number (203), and closing date. Term tender for the supply, delivery, and servicing of mobile dual cabin toilets for the Cleansing Branch of Waste Services, City of Cape Town. Contract period: 36 months from commencement. The service charge must include annual discharge permit costs and disposal of waste at Borcherds Quarry Wastewater Treatment Works (BQWWTW). The rate per kilometre must match the gazetted SARS travel rate at tender closure. Bidders must complete:

• Schedule F.13A: Product Verification Sheet (mandatory).
• Schedule F.13B: Applicable Options for Dual Cabin Mobile Toilets (mandatory).
• Schedule F.13C: Information to be Provided with the Tender (mandatory). For owned units: attach NaTIS registration certificate and licence disc showing age, year of registration, quantity. For hired/leased units: submit a signed draft lease agreement with registration numbers, quantity, duration. For units to be procured: provide finance pre-approval from an Authorised Financial Service Provider plus quotations. The tenderer must warrant that the offer complies with all specifications. The CCT may evaluate the tenderer's ability to perform the contract, including professional and technical qualifications, technical competence, financial resources, equipment, managerial capability, reliability, experience, and personnel. Bidders must be able to demonstrate capacity and resources. Representatives attending the site visit should be suitably qualified.

Pricing must be submitted using the Price Schedule (C.4). Provide a service charge rate per service, with separate columns for Months 1–12, 13–24, and 25–36, excluding VAT. Minimum 4 months, minimum 1 service. The rate per km must match the SARS gazetted travel rate. The service charge must include annual discharge permit costs and disposal at Borcherds Quarry Wastewater Treatment Works.

For transactions above R10 million (VAT incl.), the CCT may request audited financial statements, a certificate of no undisputed municipal arrears, particulars of state contracts, and a statement on foreign sourcing. The CCT may also require performance security/guarantee (Annexure C/D) at its discretion.

Mandatory registrations:

• National Treasury Central Supplier Database (CSD) registration.
• CCT Supplier Database registration (upon request).
• SARS tax compliance: valid Tax Compliance Status PIN must be submitted; each party to a joint venture must submit separately.
• No restriction on the CCT's SCM database.
• No conflict of interest (not an advisor/consultant to CCT, not involved with bid specification committee).
• No guilty findings under the Competition Act or other SCM Policy grounds.

Bidders must comply with the Occupational Health and Safety Act (Act 85 of 1993). A Health and Safety Plan must be submitted upon written request. The contract includes an Occupational Health and Safety Agreement (Section 37(2)).

The service charge must include annual discharge permit costs and waste disposal at Borcherds Quarry Wastewater Treatment Works (BQWWTW).

Contract duration: 36 months from commencement. The CCT intends to appoint three tenderers: the highest-ranked winner and two alternates. Work is allocated on a winner-takes-all basis. The alternative is used if the winner refuses an instruction, cannot respond within 24 hours, lacks operational capacity, repeatedly fails to comply, or loses required accreditation. No compensation for loss of profit to the main tenderer. Tender validity: 120 days, automatically extended to 12 months unless notified. Objections must be lodged within 14 days; appeals within 21 days (administration fee R300). The CCT may cancel the tender if circumstances change, funds are unavailable, or no acceptable tenders are received.
