Bids must be submitted on the official tender documentation provided by Abaqulusi Municipality (original document, not re-typed).

• Deposit the sealed envelope in the tender box at the ground floor, AbaQulusi Local Municipality, corner of High and Mark Street, Vryheid 3100, by 16 September 2026 at 12h00.
• Envelope must be clearly marked: 'SUPPLY AND DELIVERY OF ELECTRICITY STOCK ITEMS, over 36 months. Tender NO: 8/2/1/640'.
• Late bids will not be accepted.
• Tender documents are self-downloaded from the E-tender Portal (www.e-tenders.gov.za) from 17 August 2026.
• A non-refundable bid fee of R 2000.00 is payable in favour of AbaQulusi Municipality; electronic copies (bidder prints the document) cost R 1500.00 administration. Proof of payment is required during collection and submission.
• All Municipal Bidding Documents (MBDs) must be fully completed and signed; failure to do so will automatically disqualify the bid.
• Returnable forms include: MBD 2 (Tax Clearance Certificate Requirements), MBD 3.1 (Pricing Schedule – Firm Prices), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 7.1 (Form of Offer and Acceptance), MBD 8 (Declaration of Bidder's Past SCM Practices), and MBD 9 (Certificate of Independent Bid Determination).

Evaluation stages: Completeness, Responsiveness, functionality, then price and specific goals.

• Price: 80 points (80/20 preference point system).
• Specific Goals: 20 points (previously disadvantaged individuals – 100% HDI W=EQUITY).
• Functionality scoring (pass/fail?):
• Company experience (appointment letters): 0-1 letters = 5 points, 2-3 letters = 10 points, 4-5 letters = 20 points.
• SABS Approved Certificate: 20 points (certificate must be submitted, not the plan).
• Delivery Capacity: 20 points.
• Financial Capability: 20 points (bank rating: A=20, B=15, C=10).
• The municipality does not bind itself to accept the lowest or any bid, and reserves the right to accept any bid or part thereof.

Supply and delivery of electricity stock items for a period of 36 months.

• The pricing schedule lists specific items with quantities (mostly 1 each) and unit prices to be filled in by the bidder, including:
• Glands (Pratley no 1-6 with shrouds)
• Line taps (various sizes)
• Ferrules (various sizes, copper and aluminium)
• Meters (pre-payment meter Type Bec44 conlog, 3-phase smart Landis & Gear, BEC-62, meter-bec-23 pit, electric tester meter)
• Clamps, arrestors, switches, cable ties, connectors
• Transformers (16KVA to 200KVA, various voltages)
• Mini-substations (315KVA to 630KVA)
• Kiosks, meter boxes, battery chargers, and other electrical items.
• Delivery required by Abaqulusi Local Municipality at Vryheid.
• All delivery costs must be included in the bid price.

Company experience is scored based on appointment letters: 0-1 letters = 5 points, 2-3 letters = 10 points, 4-5 letters = 20 points. No specific key personnel qualifications are stated.

The GCC includes clauses on standards, inspections, tests and analysis, and warranty. The bidder must supply goods that meet the specified standards and allow inspection.

Pricing must be firm and include all applicable taxes. The schedule lists items such as glands, line taps, ferrules, meters, transformers, mini-substations, kiosks, and other electrical items. Mandatory registrations and certificates:

• Central Supplier Database (CSD) registration – a detailed CSD report is required to claim specific goals; no award will be made to a person not registered on the CSD.
• Tax compliance: submit a SARS PIN or a valid Tax Clearance Certificate (original, not a certified copy). For consortia/JVs/sub-contractors, each party must submit a separate TCS/PIN/CSD number.
• Valid company registration document.
• Certified B-BBEE certificate from a registered accountant, or an original sworn affidavit from a Commissioner of Oaths.

• Certified copies of identity documents of directors and owners.
• Certified current municipal account or lease agreement (not older than three months).
• No awards to persons in the service of the state, or whose directors/managers/principal shareholders are in the service of the state.
• No awards to advisors or consultants contracted with the municipality.
• Bidders must not owe municipal rates and taxes in arrears for more than three months.
• Bidders must complete and submit MBD 4 (Declaration of Interest), MBD 8 (Declaration of Bidder's Past SCM Practices), and MBD 9 (Certificate of Independent Bid Determination).

The successful bidder must sign a written contract form (MBD 7.1). The contract is subject to the General Conditions of Contract (GCC) and any special conditions. The bidder must comply with all terms, including delivery, payment, and performance. The contract will be for a period of 36 months.
