Rehabilitation, renovation and refurbishment of the existing roofs at andries vosloo hospital in the eastern cape, including structural steel roof structures, delivered over a 26-month contract under the jbcc principal building agreement, 2000 edition 6. The eastern cape department of public works and infrastructure requires contractors with a CIDB grading of 7gb or higher in the gb class of works, with joint ventures accepted where every member is registered in gb, the lead partner holds 6gb or higher and the combined grading reaches 7gb. Evaluation runs in three stages: functionality as a pre-qualification threshold of 70 out of 100, responsiveness to the bid rules, then price and specific goals on the 80/20 or 90/10 preference system. The most consequential requirement is in-person attendance at the compulsory briefing at the hospital on 21 october 2026 at 11:00, as NO virtual option exists and absence disqualifies the bid.
Compulsory briefing: 21 October 2026 at 11:00 at the main entrance of Andries Vosloo Hospital; attendance in person is mandatory, no virtual option, and failure to attend disqualifies the bid. Only entities that sign the attendance list may receive addenda or submit bids.
Closing and submission: sealed envelope marked with the bid number and title, hand-delivered to the TENDERS bid box at the Qhasana Building, Independence Avenue, Bhisho 5605, by 10 November 2026 at 11:00. Late, incomplete, unsigned, faxed or e-mailed bids are rejected, and only one offer per bidder is allowed.
CIDB eligibility: Grade 7GB or higher in the GB class, with status active from advert through to award. Joint ventures require every member registered in GB, a lead partner at 6GB or higher, a combined grading of 7GB or higher, a joint venture agreement and a combined SBD 6.1 claim form.
Functionality threshold: minimum 70 of 100 points to proceed. Project references carry 28 points (only three valid Form K references score, each needing at least 20 points), project value 26 points (a single project above R50 million scores full marks), CIDB grading 6 points, and qualifications plus experience of key staff the remaining 32 points.
Key personnel: a Construction Manager, Site Agent, Foreman and Construction OHS Officer must be named, with the OHS officer professionally registered with SACPCMP; qualifications and CVs are submitted on returnable sheet T2.2.10 and scored by NQF level in the built environment.
Pricing: every trade in the Bills of Quantities must be priced, with provisional sums and allowances added to the total, and Preliminaries and General costs priced per section as set out on BOQ pages 35 and 36 β failure to price per section is immediate disqualification. VAT at 15% is shown separately, and the bid sum in words governs over figures.
Compliance and local content: CSD registration with tax matters in order (7 working days to rectify before elimination), a letter of good standing from the Compensation Fund or a licensed insurer, a signed SBD 6.1 to claim specific goals points, and 30% subcontracting to SMMEs β 25% local SMMEs and 5% ICDP contractors, being EMEs or QSEs at least 51% Black owned within the Sarah Baartman District Municipality.
