The successful bidder will undertake rezoning, construction, and long-term management under a 30-year lease, with a 30-month development period. Bidders must submit a development proposal, funding model, and detailed cash flow projections for each property bid, and must score at least 70% on functionality to proceed. The most consequential consideration is the requirement to secure 100% development funding from an fsca-registered funder within six months of lease signature, failing which the agreement lapses.
Closing: 26 January 2027 at 11:00, sealed envelope deposited in the bid box at Department of Public Works & Infrastructure, Qhasana Building, Ground floor, Bhisho; envelope marked with bid number SCMU5-26/27-0055, description and closing date.
Pre-tender briefing: 12 November 2026 at 11:00, virtual via Teams (non-compulsory but attendance required); link provided in the tender document.
Functionality: minimum qualifying score of 70/100; bidders scoring below 70% are eliminated.
Funding: within 6 months of lease signature, bidder must obtain a loan/bank guarantee from an FSCA-registered funder covering 100% of development cost, or demonstrate how any shortfall will be funded; failure leads to elimination.
Development period: 30 months for planning and construction; rent commences after completion or after 30 months, whichever comes first; failure to complete within 30 months results in rental determined by a registered Professional Valuer.
Bidder responsibilities: rezoning (application within 30 days of lease signature), services connections, municipal rates and taxes, registration of notarial lease at Deeds Registry, and all statutory approvals under SPLUMA and NEMA.
Award limit: the Department reserves the right not to award more than two economic units/erven to one bidder; award is per item (erf)/economic unit to the highest point scorer.
Returnable documents: SBD 1, SBD 3.1 (firm prices), SBD 4 (incomplete or unsigned makes bid non-responsive), SBD 6.1, Annexure A (Resolution to Sign), Annexure B, Annexure C (Consent to Background Check signed by each director), proof of authority, funding model and letter of intent, and detailed cash flow projections for each property bid.
