Mossel bay municipality seeks professional service providers to handle the burial or cremation of pauper or destitute persons over a three-year period from 1 july 2027 to 30 june 2030. The scope covers collection, mortuary storage, burial or cremation, and related services for deceased persons with NO traceable family or who cannot afford funeral costs. Bidders must attend a compulsory information meeting on 22 october 2026, and the closing date is 13 november 2026 at 12:00. The most consequential consideration is that failure to attend the compulsory meeting will render the bid non-responsive.
Compulsory information meeting: 22 October 2026 at 11:00, Committee Room, Mossel Bay Town Hall, 101 Marsh Street. At least one JV partner must attend; non-attendance makes the bid non-responsive.
Closing: 13 November 2026 at 12:00, sealed envelope into the tender box at the Entrance of Mossel Bay Town Hall, 101 Marsh Street, or posted to reach the Tender Box before closing. Late, faxed, or emailed bids are rejected.
Contract period: 1 July 2027 to 30 June 2030 (3 years). Bids must remain valid for 120 days after closing.
Mandatory documents: MBD1, MBD4, MBD5, MBD6.1, MBD8, MBD9, Section 5 Declaration, Section 6 Contract Form, Board Resolution, SARS Tax Compliance Status Pin, Compensation Commissioner Letter of Good Standing, B-BBEE certificate or sworn affidavit, municipal rates/taxes proof, and JV agreement (if applicable). Missing or unsigned documents disqualify the bid.
Pricing: Use only the prescribed pricing schedule (Section 2.2). Rates must be VAT inclusive and fixed for the contract period. Items without a price are a no offer. Evaluation uses estimated quantities (e.g., 6 destitute burials, 48 pauper burials, 5 cremations, 144 storage days).
Evaluation: 80/20 or 90/10 preference points system. Specific goals points (max 20 or 10) split 50% B-BBEE and 50% locality. Locality points: Mossel Bay 10 (80/20) or 5 (90/10); Garden Route 6 or 3; Western Cape 4 or 2.
Disqualifiers: Retyped or altered tender documents, unauthorised changes, omitted material pages, arrears with municipal rates/taxes for more than 3 months (unless settlement arranged before closing), and failure to submit required affidavits or lease agreements for locality points.
