Supply, installation and commissioning of HVAC system for dual UPS at SABC auckland park

The project involves constructing a new plant room at Radio Park to accommodate increased generator and UPS capacity. The current plant room is too small, so the scope includes enlarging, converting, and extending it. The project is in Stage 5, with partial HVAC installation by a previous provider; the successful bidder must complete the remaining scope. The bid must remain valid for 90 days from closing. Highest total points wins; ties decided by drawing lots.

Project: complete the remaining HVAC works for dual UPS system at SABC Auckland Park. Scope includes: direct expansion down-blow units (UPS room B installed, UPS room A onsite), chilled water up-blow units, chilled water air handling units, chilled water piping and reticulation, ventilation fans, duct system with dampers and attenuators, full BMS control system, blocking off sprinkler system in UPS and battery rooms, commissioning of new HVAC system, decommissioning of existing UPS/battery rooms and HVAC, fire hose reels, signage and reticulation. Design conditions for Johannesburg: summer dry-bulb 28.9°C, winter dry-bulb 1.1°C. UPS rooms: temperature 15-25°C (set point 20°C), humidity 20-60% RH, filtration MERV 11 (min MERV 8), positive pressure. New system must integrate with existing Johnson Controls BMS. Contract duration: 9 months for installation, 12 months for maintenance. Location: SABC Auckland Park Campus. Construction methodology required due to occupied premises; bidder must provide layout to minimize business disruption, covering safety, rubble removal, dust/noise management, and decommissioning of old UPS and battery rooms. Method statement required for interfacing with existing chilled water network, covering risk assessment, communication plan, and quality assurance.

Bidders must have experience in chilled water systems, air handling units, and equipment rooms. Reference letters must be on client letterhead, indicating site name, scope of work, and signed by client with contact details. 2-3 projects=10 points, 4-5=15, 6+=20. Key personnel: Team Leader/Supervisor with 5+ years HVAC experience and NQF level 5 or higher; Qualified Refrigerant Artisan with 5+ years and NQF level 4; Plumber with trade test certificate. All three CVs must be provided. Annexure D requires details of previous and current projects.

Quality assurance is part of the method statement for interfacing with existing services (5 points). The BMS specialist (ATBRO Systems) will handle full Bacnet IP or MSTP interface, AHU controls and sensors, factory testing, BMS programming and commissioning. The HVAC contractor must supply all valves and fire damper actuators. Work must integrate with the site BMS controlled by Johnson Controls.

Quotation must include detailed cost breakdown and any indirect costs as per the schedule in the Scope of Service. Payment terms: SABC will pay 60 days after service rendered and invoice submitted. No other financial requirements stated.

Mandatory: Mechanical (CIDB) contractor grading designation of 3ME at closing and award; active SARACCA registration. Required documents: proof of CSD registration; valid TV License statement for company and all active directors/shareholders; valid Tax Clearance Certificate or SARS PIN; original or certified copy of valid B-BBEE certificate from SANAS accredited agency; certified copy of company registration document; certified copy of shareholders' certificates; certified ID copies of directors/members. No contract will be awarded if tax matters not in order, TV licence account invalid, or not registered on CSD. B-BBEE specific goals claimed via SBD 6.1.

Safety is a component of the construction methodology (5 points). Ventilation systems must have automatic changeover on failure, emergency activation switch for fire or chemical spillage, and communication to maintenance personnel. Supply and install 4 x 2.2 kW variable speed drives for fan speed control. BMS monitoring includes fire damper feedback for safety.

The UPS rooms have special environmental requirements: temperature, humidity, and cleanliness. The design must maintain temperature 15-25°C (set point 20°C), humidity 20-60% RH, and filtration MERV 11 (min MERV 8). The facility must be maintained under positive pressure.

The SABC will not award contracts to bidders who are blacklisted or have committed fraud or misrepresentation. The SABC may not award to bidders who fail financial stability assessment. Former SABC employees cannot be awarded contracts within 12 months of termination; dismissed employees prohibited for 5 years; those with criminal records excluded until expunged. No business with Board members or their businesses; cooling-off period of 12 months for former Board members. The SABC reserves the right not to accept the lowest or any tender, and to cancel the RFQ at any time. No contract is deemed accepted until a formal contract/letter of award is signed by both parties.
