Bids must be submitted on the official forms provided, not re-typed.

Returnable documents (mandatory, must be submitted at closing or the bid is disqualified):

• Completed and signed BOQ (Bill of Quantities).
• Form D certificate, signed and stamped, obtained at the site meeting.
• Signed briefing register.
• Signed closing/submission register.

Returnable documents (Stage 1B, may be requested within 3 working days if missing):

• Valid SARS PIN.
• All RFP documentation, including all declarations.
• Joint Venture, Consortium, Partnering or Subcontract Agreement signed by all parties, indicating the leading bidder (if applicable).
• CSD supplier registration number.
• CIPC certificate or registration document.
• Certified ID documents of company owners/directors.

Additional requirements:

• Proof of authority to sign (e.g., company resolution).
• Responses must not include documents or references to any other quotation or proposal.
• Any additional conditions must be in an accompanying letter.
• Changes to a quotation after closing are not considered.
• Attempting to canvass any SCM officer or PRASA employee between closing and award may lead to disqualification.
• Quotations must be in a sealed envelope.

Evaluation stages:

• Stage 1A – Mandatory requirements: submission of signed closing/submission register, completed and signed BOQ, Form D certificate, and signed briefing register. Failure disqualifies automatically.
• Stage 1B – Other mandatory requirements: SARS PIN, all RFP documentation, JV/consortium/subcontract agreement (if applicable), CSD number, CIPC certificate, certified IDs. Missing items may be requested within 3 working days; failure to provide leads to disqualification.
• Stage 2 – Price and Specific Goals: maximum 100 points.
• Price: 80 points (80/20 preference point system).
• Specific Goals: 20 points.

Price formula: Ps = 80 × (1 − (Pt − Pmin) / Pmin), where Pt is the tender price under consideration and Pmin is the lowest acceptable tender price.

Specific goals (20 points):

• B-BBEE contributor status level 2 or higher (B-BBEE certificate/affidavit): 10 points.
• Black Youth Owned (CIPC documents/B-BBEE certificate/affidavit): 10 points.

Failure to submit proof for specific goals means no points are claimed for those goals.

PRASA may appoint a bidder other than the highest scoring if the preferred bidder fails to sign a contract within 14 days, fails to provide required security/bonds/guarantees, fails to meet a condition precedent, or contract negotiations fail.

If the highest scoring bidder's price is not market-related, PRASA may negotiate with the highest, then second, then third; if no agreement, the RFQ is cancelled.

Scope: Hydrostatic testing of pressure vessels for Rolling Stock at Durban RM Workshop and Springfield depot.

Vessels to be tested:

• Air Receiver ILS 1561 (Springfield Depot): design pressure 1100 kPa, capacity 1.00 m³, operating medium air, vertical on 3 support legs.
• Air Receiver AG0799 (RM Workshop): design pressure 1035 kPa, capacity 1.00 m³, operating medium air, vertical on 3 support legs.
• Oil Separator A28X 16T (Springfield Depot, Compressor GPN-75 VSD): design pressure 1500 kPa, capacity 0.06 m³, operating medium oil and air.
• Oil Separator A15021104 (RM Workshop, Airstream SCR 15 Compressor): design pressure 1450 kPa, capacity 0.01 m³, operating medium oil and air.
• Oil Separator A15101232 (RM Workshop, Airstream SCR 60 Compressor): design pressure 1100 kPa, capacity 0.04 m³, operating medium oil and air.

All vessels have South African pressure vessel certification.

Components to be tested will be viewed on the site visit.

Supplier must provide SANAS certificates for all equipment tested.

The BOQ must be completed in full; incomplete BOQ leads to disqualification.

Pricing must be in South African Rand, inclusive of all taxes, firm and fixed.

Prices must be quoted strictly in the provided pricing schedule; deviation may render the bid non-responsive.

Cost breakdown must be indicated; price escalation basis and formula must be stated.

Discounted prices are considered only at the final evaluation stage, on an unconditional basis.

Payment: within 30 days of receipt of a correct tax invoice; no advance payment.

Invoices must include contract number and purchase order number, and be accompanied by supporting documents and a statement.

Only written instructions from authorised PRASA employees are accepted for payment.

CSD registration: mandatory; business may not be awarded to a bidder not registered on the Central Supplier Database. Foreign suppliers with no local registered entity are exempt.

Tax compliance: valid SARS Tax Compliance Status PIN or printed TCS certificate required; each party in a consortium/JV/subcontract must submit separately.

CIPC registration certificate required.

Certified ID documents of company owners/directors required.

Bidders must not be persons in the service of the state, nor have directors/members who are.

Bidders listed on the Register for Tender Defaulters or List of Restricted Suppliers are disqualified.

SBD 4 (Declaration of Interest): discloses state employment, relationships with procuring institution, related enterprises, and PEP/PIP status.

SBD 6.1 (Preference Points Claim): claims specific goals points.

SBD 9 (Certificate of Independent Bid Determination): certifies no collusion or price disclosure.

Authority to sign (e.g., company resolution) must be submitted.

Supplier must provide SANAS certificates for all tested equipment.

Warranty: items must be free from defects for one year from acceptance (unless another period is stated in the order).

Indemnity: supplier indemnifies PRASA against claims arising from supplier's negligence, IP infringement, or breach of statutory duty.

Subcontracting: only with PRASA's prior approval; the successful bidder remains liable for performance.

Governing law: South African law; parties submit to non-exclusive jurisdiction of South African courts.

Termination: Metrorail KZN may cancel the contract at any time if the supplier is not performing.

PRASA may appoint another bidder if the preferred bidder fails to sign within 14 days, fails to provide security/bonds/guarantees, or fails to meet a condition precedent.

PRASA may cancel the contract if information furnished by the bidder is later proved incorrect.

PRASA reserves the right to amend specification requirements and deployment.

Service provider must remunerate employees at applicable rates per Government Gazette, paid monthly.

Only written instructions from authorised PRASA employees are accepted for payment.

Invoices must include contract and purchase order numbers, and be accompanied by supporting documents and a statement.

Payment within 30 days; no advance payment.

Metrorail KZN may cancel the contract if the supplier is not performing.

Pre-qualifying criteria: valid CSD membership certificate, tax clearance, and quoting all items on the BOQ.

Supplier must provide SANAS certificates for all tested equipment.

Evaluation stages:

• Stage 2 – Price (80 points) and Specific Goals (20 points), total 100.

Price formula: Ps = 80 × (1 − (Pt − Pmin) / Pmin).

Specific goals: B-BBEE level 2 or higher (10 points), Black Youth Owned (10 points).

PRASA may appoint a bidder other than the highest scoring under certain conditions (failure to sign, provide security, etc.).
