• Scope: Full refurbishment of the science laboratory at Delft High School, Western Cape.
• General Requirements:

• Comply with local building, health, and safety codes.
• Safe disposal of all removed items and construction waste.
• Provide manufacturer datasheets, as-built drawings, and schematics.
• Train school personnel on operation and safety of installed systems.
• Provide risk assessments and method statements before work starts.

• Demolition and Removal: Remove and dispose of services, rubble, waste chemicals; relocate unused equipment; prepare walls.
• Furniture and Fixtures:

• Refurbish teacher’s workstation (2.5m x 0.9m x 0.8m) and make shelves lockable.
• Supply and install a new 10-shelf wooden cabinet (4.4m x 0.87m) with SABS-approved paint.
• Repair electrical plug point at teacher’s desk.
• Clean, repair, and vanish worktables; install stainless steel taps.
• Design and install student workstations for 40 students within a 6m x 6m area, with sinks, taps, power points, and steel frame support.
• Supply 40 ergonomic science lab chairs.
• Clean and vanish all wooden surfaces; respray metal surfaces black.

• Utility/Plumbing Installations:

• Connect all sinks and taps to school water supply.
• Install new gas supply line to workstations.
• Install a 1500L chemical-resistant conservancy tank underground with external pit.
• Ensure each student workstation row has a functioning power plug point.
• Use certified plumber and provide plumbing Certificate of Compliance (COC).

• Fumes Cabinet: Supply and install an Esco Technologies 18” ducted fume hood or similar, with 15A double socket.
• Technology and Safety Systems:

• Supply and install a new smart board (3.7m x 1.5m).
• Supply and install ceiling-mounted projector with HDMI, USB, RS323 interfaces, 1920x1080 resolution.
• Install fire hose, fire reel, fire extinguisher cabinet, and 7.5kg fire extinguishers.
• Supply and fit 2 x 48kg gas cylinders in steel cage with reticulation to gas points; provide gas burners as per Department of Basic Education spec.

• Doors and Windows:

• Supply and install strong security fire doors (2m x 0.8m) for main entrance.
• Install new locking mechanism for burglar bars.
• Supply and install window blinds for 4 windows (1.13m x 1.34m) and 2 windows (1.13m x 0.84m) with manual operation, durable, flame-retardant, chemical-resistant material.

• Verification and Validation: Conduct inspection and operational tests on plumbing, gas, electrical systems; safety compliance checks; demonstration of smart board and projector; ensure furniture meets ergonomic and durability standards.
• Project Management & Documentation: Submit change requests in writing; update project documents; identify and mitigate risks; maintain risk register; adhere to change control procedure.

• Supply and install strong security fire doors (2m x 0.8m) for the main entrance.
• Install new locking mechanism for burglar bars.
• Supply and install window blinds with manual operation, durable, easy-to-clean, flame-retardant, and chemical-resistant material.

• Provide at least two contactable reference letters for refurbishment work completed in the past 5 years.
• Submit CVs for key personnel:

• Site Foreman: Safety Officer certification, project management qualification, experience in carpentry, plumbing, electrical.
• Construction Management: Project management qualification and relevant experience.

• Failure to provide these documents results in automatic disqualification.

• Verification and validation required for all installations: plumbing, gas, electrical, safety systems, smart board, projector, and furniture.
• Project management includes change control, risk management, and documentation updates.
• Window blinds must be custom-fitted, durable, flame-retardant, chemical-resistant, and professionally installed.

• Use the prescribed pricing schedule format (SBD 3.3).
• Include all cost items as listed in the document (e.g., general requirements, demolition, furniture, fixtures, installations).
• Prices must be in ZAR and include all applicable taxes.
• Bids without a complete price will be deemed non-responsive.

• Mandatory Requirements:

• COIDA Compliance: Submit valid Letter of Good Standing from Compensation Commissioner or Registered Mutual Association policy.
• Company Experience: Provide at least two contactable reference letters for refurbishment work completed in the past 5 years, on client letterhead, signed, with verification details.
• Team CVs and Qualifications: Submit CVs for Site Foreman (with Safety Officer certification, project management qualification, and experience in carpentry, plumbing, electrical) and Construction Management (with project management qualification and relevant experience).

• Tax Compliance: Submit SARS Tax Compliance Status PIN valid for 60 days, or CSD number if registered on CSD.
• Central Supplier Database (CSD): Registration on CSD is mandatory. Submit proof of registration or application.
• B-BBEE: Submit valid B-BBEE Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points.
• Other Documents Required: SBD forms, declaration of interest, invitation to bid, and pricing schedule must be completed and signed.

• Preference points allocated for specific goals:

• 10 points for 51% Black Owned suppliers.
• 10 points for 30% Black Woman Owned suppliers.

• ATNS reserves the right to vary scope and terms, and to reject, withdraw, or cancel tenders.

• A formal written contract signed by both parties is required for conclusion.
