The programme must focus on strategic application, governance, risk management, and responsible AI adoption, covering a prescribed 14-module curriculum. Bidders must be part of a university and provide a confirmation letter, as this is a mandatory requirement. The most consequential consideration is that failure to submit the university confirmation letter will result in disqualification from further evaluation.
Mandatory requirement: The service provider must be part of a university and must submit a confirmation letter as evidence; bids without this will not be evaluated further.
Closing date and time: 20 October 2026 at 11:00; bids must be submitted electronically to [email protected]; late bids will not be accepted.
Returnable documents: Annexure A (Invitation to Bid), SBD 3.3 (Pricing Schedule for Services), SBD 4 (Bidder's Declaration), SBD 6.1 (Preference Points Claim Form, if claiming points), proof of CSD registration, SARS tax compliance evidence, and a valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) if claiming points.
Evaluation: Four phases – SCM compliance, mandatory requirements, functional evaluation (detailed curriculum, weight 40), and price and specific goals (80/20 system: price 80 points, B-BBEE specific goals 20 points).
Pricing: Must be in South African rand, inclusive of VAT; provide a ceiling price for the total project, a cost breakdown, and state whether rates are firm for the full period.
B-BBEE points: Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0.
Disqualification risks: Incomplete or unsigned standard bidding documents, failure to provide CSD number or tax compliance evidence, failure to provide the university confirmation letter, and bids received after the closing time.
