The south african weather service is appointing an accredited certification body to certify its quality management system to the iso 9001:2015 standard over a two-year contract period. Evaluation split — 80/20 preference point system: 80 points for price and 20 for specific goals; preference points require a B-BBEE status level verification certificate, or a sworn affidavit for EMEs and QSEs, and no proof submitted means those points are forfeited.
Tax and database status — bidders need Central Supplier Database registration or a SARS Tax Compliance Status PIN or printed TCS certificate, and each consortium, joint venture or subcontractor party must provide its own; tax matters must be in order or the bid is invalid.
Exclusion and disqualification — persons in the service of the state, companies with such directors and close corporations with such members cannot bid, and parties listed on the Register for Tender Defaulters or the List of Restricted Suppliers are automatically excluded.
Commercial conditions — the contract runs for 2 years with prices fixed for the contract term, invoices are paid within 30 days, and SAWS may call for the latest audited financial statements before award and may decline a bid that is not market related; no briefing session is scheduled, and shortlisted bidders may be required to present to the evaluation committee.
