Merseta requires an accredited skills development provider or assessment centre to develop assessment tools for the occupational qualification: plastic machine operator (118697). The scope covers three assessment instruments plus one exemplar instrument, a recognition of prior learning toolkit, and the qualification assessment specification addendum, together with support to obtain formal qcto approval, over a project period of six to twenty-four months. Quotations close on 21 october 2026 at 12:00 and must be emailed to [email protected], After which bids pass through a three-stage evaluation awarding 80 points for price and 20 for specific goals. The decisive hurdle is technical: bidders must hold valid qcto-recognised sdp accreditation for the related qualification and field a team with proven assessor/moderator credentials, a signed industry partner agreement and three contactable reference letters.
Closing and submission: quotations close on 21 October 2026 at 12:00 and must be emailed to [email protected] using the RFQ number as the email subject; late submissions are rejected regardless of the method used.
SDP accreditation: a valid QCTO-recognised Skills Development Provider accreditation for the related occupational qualification (the specification cites SAQA ID 118097) or a closely related qualification is required and is assessed at the technical stage.
Team composition: a team leader with at least three years' experience in occupational qualification assessment or assessment instrument development, proven by a valid SETA statement of results and an ASSESSOR/MODERATOR certificate; an industry subject matter expert with a comprehensive CV and relevant qualification (foreign qualifications converted by SAQA); and at least one further assessor/moderator holding a valid SETA statement of results and ASSESSOR/MODERATOR certificate.
Industry partner and track record: a signed SLA or MoA with a relevant industry partner covering assessment development, validation or workplace relevance, plus three signed, dated, contactable reference letters on company letterhead for assessment instrument, RPL tool or QAS/QASA development undertaken between 2020 and date.
CSD and tax: a valid National Treasury Central Supplier Database number must be supplied, and the bidder's tax matters must be in order and reflected on CSD as a condition of the RFQ at the time of award.
Preference points: the 80/20 system applies, with 80 points for price and 20 for specific goals (black ownership 51%+ 6 points, black women 30%+ 4, black youth 30%+ 4, white women 30%+ 2, owners with disability 20%+ 4); points are forfeited if the B-BBEE certificate or affidavit, CIPC certificate, ID or CSD proof is not submitted, and failure to complete SBD 4 may disqualify the bid.
Pricing: only firm prices are accepted on the merSETA pricing schedule, inclusive of 15% VAT and all related expenses, valid for at least 60 days from the closing date and time; non-firm or exchange-rate-linked prices are rejected.
