The department of public works and infrastructure requires a service provider to render general building maintenance in area 2 of the eastern cape for 36 months, priced through a fully priced bill of quantities. Bids close on monday, 09 november 2026 at 11:00 and are evaluated under the 80/20 preference point system, with 80 points for price and 20 for specific goals. Bidders need a CIDB grading of 3gb or higher, four categories of trade-tested key personnel, and two reference letters for projects above r130 000 each on the departmental template. The same maintenance work is advertised simultaneously for areas 1 to 5, and the department may pass over a bidder positioned to win more than one area.
Closing: Monday, 09 November 2026 at 11:00 — hand delivery to the bid box at 5th Floor Reception, PRD II Building, Sutherland Street, Mthatha, 5100, or post to Private Bag X5007, Mthatha, 5100; electronic, faxed and late bids are rejected.
CIDB grading: 3GB or higher (emerging enterprises PE or higher), or proof of an application lodged with the CIDB on or before closing, with 21 working days after closing to correct the status.
Key personnel: 1 trade-tested bricklayer, 3 plumbers, 3 carpenters and 1 painter, with trade test certificates submitted — failure to meet this disqualifies the bid.
Experience: two reference letters for completed maintenance, repair or new installation projects each above R130 000, on the departmental template, with at least two contactable referees.
Pricing: every Bill of Quantities item must be priced and the mark-up on provisional amounts stated — an unpriced item or missing mark-up disqualifies; sectional and final summary pages must be included.
Preference points: 20 points for specific goals — 10 for a 51%+ black-owned EME/QSE, 4 for 51%+ black women-owned, 2 for Eastern Cape location, 2 for 51%+ black youth-owned and 2 for 51%+ black disability-owned — each supported by a SANAS-accredited B-BBEE certificate or sworn affidavit.
No compulsory briefing meeting is scheduled; addenda are published at least 10 working days before closing, and bidders must answer clarification requests within 7 calendar days or be disqualified.

Methodology
Source: MTH03-2026.pdfTechnical risk criterion 3 assesses suitably qualified and appropriately experienced human resources.
The bidder must show it can respond appropriately to the services, with a company organogram, CVs and certified IDs of all principals and employed staff, and proof of professional registration.
Current and future workload against capacity and capability is considered.
The bidder must demonstrate the professional and technical qualifications and competence needed for the scope of work.
Experience & Qualifications
Source: MTH03-2026.pdfKey personnel (mandatory): 1 bricklayer, 3 plumbers, 3 carpenters and 1 painter, each having passed a trade test. Trade test certificates must be submitted with the bid; non-compliance disqualifies.
Experience: two reference letters for completed maintenance, repair or new installation projects, each above R130,000.00 in contract value, on the departmental reference letter template. Letters not on the template are not considered.
At least two contactable references are required and must respond to the Department's enquiries. A non-responsive referee is disregarded, with one opportunity to supply alternative contact details.
DPW-09 (EC) must be completed with details of current and previous projects; failure renders the bid non-responsive.
The Employer may contact references not listed by the bidder.
The same key staff may be nominated for more than one Department bid; if those staff are committed elsewhere, replacement staff with the minimum qualifications and CVs may be required.
Quality Management
Source: MTH03-2026.pdfQuality and performance are assessed under technical risk criterion 2, covering comparable projects over the past 10 years.
Aspects assessed: progress on current projects against programme or contractual period; completion of previous projects within contractual periods and extensions, and penalties imposed; time management and programming, timely ordering of materials and appointment of subcontractors; payment to suppliers and cash flow; quality of workmanship, extent of reworks and timely remedial work; suitably qualified and experienced personnel and staff turnover, particularly site manager and foreman; handling of labour disputes; subcontractor turnover, liaison and payment problems; contract administration including compliance with laws, insurance, security, timely documentation and response to written instructions; health and safety compliance and incidents; plant and equipment availability; delays and claims; and assistance in finalising the final account.
Failure to provide contactable references renders the bid non-responsive.
Pricing Schedule
Source: MTH03-2026.pdfBidders must fully price the Bill of Quantities / Pricing Schedule; any unpriced item disqualifies the bid.
The percentage mark-up on provisional amounts must be indicated; failure eliminates the bid.
Fully priced sectional summary and final summary pages must be submitted with the bid.
The offer total is stated inclusive of VAT and all applicable taxes.

Within two weeks of receiving the completed agreement, the successful bidder must contact the Employer's agent to arrange delivery of bonds, guarantees, proof of insurance and other required documentation; failure to do so is a repudiation of the agreement.

Section
Source: MTH03-2026.pdfPreference point system: 80/20, Method 2 (financial and preference offer).
Risk assessment: each criterion carries equal weight, and an unacceptable risk on any one criterion makes the bid non-responsive.
Technical risk criteria: (1) experience on comparable projects in the past 5 years; (2) contractual commitment and quality of performance on comparable projects over the past 10 years; (3) suitably qualified and experienced human resources; (4) attendance of the compulsory bid clarification meeting, if applicable.
Commercial risk: financial viability over the construction period — rates tendered, bank rating, financial capability and capacity, pending legal action, auditor's report on liquidity, and company or parent company guarantees and financial statements.
Objective criteria: similar 36-month general building maintenance bids for Areas 1 to 5 may be awarded to more than one contractor; a bidder in line to win more than one area selects a preferred bid, and the Department may negotiate with the next highest scorer without exceeding the bidder's original offer.
