The council for medical schemes requires a service provider to develop and implement an event handler for signiflow that integrates the cms's signiflow and sharepoint systems and automates document processing between them. The solution must trigger automated processes when a document is completed in signiflow, archive completed documents to a designated sharepoint repository or other approved location, distribute them to the relevant recipients, generate and securely store audit trails, and run a scheduled process to delete workflows from signiflow. Quotations must set out the proposed technical solution, implementation approach, estimated delivery timelines, associated costs and ongoing support and maintenance arrangements. The most consequential hurdle is the mandatory first evaluation phase: bidders must submit two client reference letters not older than five years and a signed project plan before price and specific goals are scored on the 80/20 system, and failure here ends the bid.
Closing and submission: bids close on 22 October 2026 at 23:59 and must be emailed to [email protected] and [email protected]; late bids and submissions sent via WeTransfer, Google Drive, Dropbox or similar cloud services are rejected. No compulsory briefing session or site visit is scheduled.
Mandatory Phase 1 documents: two reference letters relevant to the scope of work, on the client's letterhead and not older than five years (generally dated on or after October 2021), plus a project plan signed by an authorised representative covering implementation methodology, delivery timelines with milestones and deliverables, and a detailed cost breakdown. Failure to submit these disqualifies the bid before price and specific goals are evaluated.
Evaluation split: 80/20 preference point system under the PPPFA Regulations 2022 — price 80 points (detailed budget breakdown required) and specific goals 20 points, out of 100. Only bidders who complete and sign SBD 6.1 are considered for preference points.
Specific goals scoring: Historically Disadvantaged Individuals 5 points (80%–100% black-owned scores 5, falling to 0 below 1%); company size 3 points (EME 3, QSE 2, generic 1); black woman-owned 5 points; ownership by people with disabilities 3 points; ownership by youth under 35 4 points. Supporting proof (certified SA ID copies, B-BBEE certificate or sworn affidavit, CIPC document, medical certificate or letter from an accredited health professional) must accompany the claim or those points are treated as not claimed.
Compliance documents: SARS tax compliance status PIN or printed TCS certificate, National Treasury CSD registration number reflected on SBD 1, and a valid B-BBEE certificate or sworn affidavit for EMEs and QSEs. SBD 1, SBD 4 and SBD 6.1 must be completed and signed or the bid may be disqualified; consortia, joint ventures and subcontractors must each submit their own TCS certificate, PIN or CSD number.
Disqualifying exclusions: no bid is considered from a person in the service of the state, a company with such a director, or a close corporation with such a member; bidders listed on National Treasury's restricted bidders or tender defaulters database are disqualified, and CMS may reject a bid for fraud, corruption or collusion convictions in the past five years, false information in any procurement process, or reputational and operational risk.
Contract and payment: the RFQ validity period is 90 days; the successful bidder signs the written contract form (SBD 7), works under a CMS representative's supervision and abides by the CMS Code of Conduct. Payment is made within 30 days of an original tax invoice, only for completed milestones and deliverables in line with the agreed implementation plan, and every invoice must quote the CMS purchase order number — no work may be delivered without an official purchase order.

The CMS invites quotations to develop and implement an Event Handler for SigniFlow that integrates the CMS's SigniFlow and SharePoint systems and automates processing between them. The solution must support programmatic creation and management of documents and automate: triggering on document completion in SigniFlow, archiving completed documents to the designated SharePoint repository or another approved location, distributing completed documents to relevant recipients or locations, generating and securely storing audit trails of document activities and transactions, and scheduled deletion of workflows from SigniFlow. Quotations must detail the proposed technical solution, implementation approach, estimated delivery timelines, associated costs, and ongoing support and maintenance arrangements.
