Four-stage evaluation:

Stage 1 – Administrative Requirements: Valid SARS Tax Compliance Status (TCS) PIN (must remain valid for the full 120-day validity period). Non-compliance may lead to rejection or conditional acceptance with 7 days to submit supplementary administrative documents only.

Stage 2 – Mandatory Requirements (failure = automatic disqualification):

1. Attendance at compulsory briefing session (Microsoft Teams, verified via attendance register and chat).
2. Minimum three contactable reference letters on client letterhead confirming successful completion of Tower/VHF Mast maintenance, rigging work, and tower maintenance services, with verifiable contact details; appointment letters or contracts not accepted.
3. Valid Letter of Good Standing from Compensation Fund (COIDA) or proof of Registered Mutual Association membership, valid at bid closing date.
4. CIDB registration grading 3ME or 3SL (or higher) with CRS number; proof of application accepted if capable of registration.
5. Certified copy (not older than 3 months from bid closing) of Occupational Certificate: Rigger NQF Level 4 issued by QCTO-accredited institution; foreign qualifications must be QCTO-recognised.

Stage 3 – Price and Preference Points (80/20 system): Price 80 points (formula Ps = 80(1 - (Pt-Pmin)/Pmin)), Specific Goals 20 points. For tenders up to R50 million inclusive, 90/10 system applies.

Specific Goals: 51% Black Owned suppliers (10 points) – CSD report, CIPC documents, shareholder certificates, ID copies, B-BBEE certificate/affidavit. 30% Black Woman Owned suppliers (10 points) – same evidence.

Stage 4 – Verification of Specific Goals: CSD report, CIPC documents, shareholder certificates, ID copies, B-BBEE certificate or sworn affidavit must be submitted.

Scope: Provide rigging services and VHF antenna mast maintenance, repairs, replacement, and support on an ad hoc basis for 5 years at Chief Dawid Stuurman International Airport (Port Elizabeth) and remote sites in Eastern Cape.

Sites and service frequency:

• ATNS Port Elizabeth Control Tower (0 km) – 15 m mast – Annual.
• VHF Receiver Site 1 (30 m) – Two 30 m lattice masts – Annual.
• VHF Transmitter Site 7 (7 km) – Two 30 m lattice masts – Annual.
• FAPE VOR/DME 2 (7 km) – 9 m mast – Annual.
• FAPE VDF Site 2 (7 km) – 3 m mast – Annual.
• GP 08 (7 km) – 15 m lattice mast – Annual.
• Loc 08 (7 km) – 5 m antenna system – Annual.
• ILS Sites Runway 08 & 26 (0 km) – GP 26: 15 m lattice mast; Loc 26: two 2 m antenna systems – As and When Required.
• Radar Site (7 km) – 45 m concrete tower – Annual.
• Humansdorp Forward Relay Site (90 km) – 35 m lattice mast – Annual.

Services included (not limited to): Repair of building/mast structure, roof structure, coating/painting of steel, non-destructive testing, welding, work at height (antenna/cable replacement, painting, cleaning, repair), rope access, corrosion control, cleaning/washing of buildings and masts, waterproofing, annual compliance audits, annual reporting to ATNS FAPE Management, skills transfer to ATNS in-house staff, ad hoc related work on quotation basis.

Provider responsibilities: Supply all scaffolding, rope access, cantilever, safety gear, lifting equipment, materials, labour, transport, removal and installation of items/units. Create and submit OHS safety file per ATNS requirements and legislation. Delivery of equipment/materials within 7 working days of purchase order. Offloading at provider's account and risk. Maintain core team for contract duration. Comply with OEM requirements, industry norms, OHS Act, ISO 14001:2015, NEMA, Construction Regulations 2014. Submit Environmental Management Plan with waste management plan. Replacement works within existing environmental footprint. Submit SHE file (site-specific SHE plan, task risk assessments, competencies, emergency procedures) for approval before work commencement. Valid Letter of Good Standing with Compensation Fund required.

Mandatory experience and qualifications:

• Company experience: Minimum three contactable reference letters on client letterhead confirming successful completion of Tower/VHF Mast maintenance, rigging work, and tower maintenance services. Letters must include verifiable contact details (telephone/email). Appointment letters, contracts, or award notifications not accepted.
• Occupational Certificate: Rigger NQF Level 4 – certified copy not older than 3 months from bid closing date, issued by QCTO-accredited institution. Foreign qualifications must be evaluated and recognised per QCTO requirements.
• CIDB registration: Grading 3ME or 3SL (or higher) with CRS number. Proof of application accepted if capable of registration.
• COIDA compliance: Valid Letter of Good Standing from Compensation Fund or proof of Registered Mutual Association membership, valid at bid closing date.
• Compulsory briefing session attendance verified via Microsoft Teams attendance register and chat confirmation.

Quality standards: Services delivered with best quality and high class of workmanship. All work conforms to relevant standards, OHS Act regulations, applicable legislation, prevailing industry norms, best practice, and OEM requirements. ATNS reserves right to inspect equipment/tools at any time and prohibit use without penalty. Service provider must provide all necessary skills, resources, tools, equipment, and experts. Must review and understand proposed sites, constraints, environmental factors, and operational requirements of all ATNS facilities. Must conduct reasonable works to deliver services on time, on budget, at accepted quality. Responsible for holding all tools/special equipment. Must maintain core team throughout agreement duration. Delivery of equipment/materials/components within 7 working days of official purchase order unless otherwise agreed in writing. Primary delivery address: ATNS, Allister Miller Drive, Walmer, Gqeberha, 6070. Special arrangements for remote sites. Offloading at provider's account and responsibility; provider supplies labour, equipment, resources for offloading and transport to designated locations.

Pricing schedule (SBD 3.3 Professionals) requires rates for Year 1 to Year 5 (all taxes included). Items: Labour Rate (normal office hours) for Level 3, Level 2, Level 1 Rope Access Technician per hour. Labour Travel Cost (normal office hours) for Level 3 Rope Access Technician per hour. Offer validity: 120 days from closing date. All costs must be included in prescribed format; incomplete pricing renders bid non-responsive. Both fees and reimbursable costs must be priced. No budget amount provided; bidders must submit fair and reasonable costing. Pricing evaluated under 80/20 preference point system (90/10 for tenders up to R50 million). Price points calculated using formula Ps = 80(1 - (Pt-Pmin)/Pmin).

OHS compliance: Successful bidder must comply with Occupational Health and Safety Act and applicable regulations. Must submit valid Letter of Good Standing with Compensation Fund. Must submit Safety, Health and Environment (SHE) file for evaluation and approval before work commencement per Construction Regulations 2014, including site-specific SHE plan, task-specific risk assessments, related competencies, emergency preparedness and response procedures. Service provider must supply all scaffolding, rope access, cantilever, safety gear, and lifting equipment on site. Work at height includes antenna replacement, cable replacement, painting, cleaning, repair. Rope access required. Annual compliance audits. Environmental compliance: Align with ATNS SHEQ Policy, ISO 14001:2015, NEMA (Section 28 duty of care, Polluter Pays Principle). Submit Environmental Management Plan (EMP) with waste management plan and controls for all environmental aspects/impacts. Waste collected, transported, treated/disposed by authorised waste management provider; records provided to ATNS. Replacement works within existing environmental footprint; assess against NEMA listed activities to avoid triggering listed activities. ATNS not liable for pollution/environmental degradation remediation costs.

Environmental requirements: Service provider must align with ATNS SHEQ Policy and procedures, ISO 14001:2015 Environmental Management System standard and procedures. Comply with National Environmental Management Act (NEMA) and associated legislation, including Section 28 duty of care and Polluter Pays Principle. ATNS not liable for costs of remedying pollution, environmental degradation, or adverse health effects. Submit Environmental Management Plan (EMP) incorporating waste management plan and appropriate controls for all environmental aspects and impacts of scope of work. All waste requiring disposal must be collected, transported, treated/disposed by authorised waste management service provider; disposal records provided to ATNS. Replacement works must remain within existing environmental footprint of existing masts; contractor must assess each replacement project against applicable NEMA listed activities to ensure no listed activity is triggered.

Contract duration: 5 years. ATNS reserves right to vary scope and terms; variations communicated in writing. Successful tenderer engaged subject to formal contract and Service Level Agreement signed by designated representatives. Contract includes standard clauses: retention for non-satisfactory completion, breach of contract, confidentiality, requirement for adequate professional indemnity insurance. ATNS may withdraw from commitments if circumstances dictate. Copyright of all documentation belongs to ATNS; survives termination. Non-compliance with delivery terms requires immediate written notice; ATNS may implement GCC remedies. Bidder warrants ability to conclude agreement to ATNS satisfaction. Waiver of breach does not prejudice remedies; no indulgence operates as waiver. On termination, bidder must hand over all documentation and deliverables without right of retention. Amendments must be in writing and signed by both parties. Procurement process may be postponed or cancelled at ATNS discretion before contract award. ATNS may negotiate with one or more bidders on terms and price; negotiation does not constitute award. ATNS not obliged to accept lowest or any bid. ATNS may award single contract for all functions or multiple contracts for different functions. Bidder must accept General Conditions of Contract. Additional information may be requested during evaluation; response within 7 working days required. Confidentiality: bid information limited to bid preparation; copies limited. Intellectual property clause survives termination. Rejection grounds: proven corrupt/fraudulent acts, SCM abuse, fraud, improper conduct, previous contract failure – reported to National Treasury.
