Amatola water is establishing term contract panels of pre-qualified civil engineering contractors for construction, upgrade, refurbishment, remedial works, completion and commissioning of water and wastewater treatment plants, pipelines, reservoirs and borehole development across the eastern cape for 36 months. Bidders must select one of five panels based on CIDB grading and submit a portfolio of evidence demonstrating relevant completed projects. The most consequential requirement is that bidders must be cidb-registered at the required grading (at least 5ce or 6ce depending on category) and provide proof of at least two completed contracts in different disciplines within the last 10 years.
CIDB registration: Bidders must be registered as 'Active' with the CIDB at closing and evaluation, with a grading of at least 5CE (Category 2) or 6CE (Category 1) and the required designation for the work.
Panel selection: Bidders must select exactly one panel – Category 1 (All Civils: Panel A 6CE, B 7CE, C 8CE or Higher) or Category 2 (Borehole Development and Pipeline Reticulation: Panel D 5CE, E 6CE or Higher). Selecting none or more than one is non-responsive.
Company experience: Submit a Portfolio of Evidence with two Completion or Practical Completion Certificates for at least two different disciplines within the selected category, covering the last 10 years. For Category 1, disciplines include water/wastewater treatment works, medium pressure pipelines DN160mm+, water or sewer pump stations, or reinforced concrete reservoirs 1ML+. For Category 2, disciplines include borehole drilling/testing/equipping/reticulation, secondary bulk and reticulation pipelines DN25mm–DN160mm, or reinforced storage reservoirs (200kl–1ML) or steel elevated tanks. Two certificates in the same discipline are non-compliant.
Certificates must show project name, value, scope, client and engineer names, and be signed by both engineer and client. Supporting documents must include a signed Letter of Contract Award and contract agreement pages showing scope of work.
CSD registration: Bidders must be registered on the National Treasury Central Supplier Database and provide proof of registration.
Tax and Compensation Fund: Bidders must be in good standing with SARS and submit a valid Tax Clearance Certificate; each JV/Consortium party must submit a separate tax clearance PIN. Proof of registration and good standing with the Compensation Fund is required.
Returnable documents: Complete all required schedules including SBD 4 (Bidder's Disclosure), Authority to Sign, Company Registration Documents, B-BBEE Certificate, CSD and CIDB proof, and others. Late, incomplete, unsigned, or electronically submitted applications will not be accepted.

Pricing will be evaluated when specific RFPs are issued, under the PPPFA on an 80/20 or 90/10 basis depending on the project threshold. The employer reserves the right not to award work to a panellist who currently has two active, uncompleted works orders or contracts under the panel.
